Over 1k views on this thread alone, and there's threads popping up from other people that are also experiencing the same thing, so clearly, there's something broken in their system. They just don't want to admit they're in the wrong.
Transparency goes a long way, and the silence from NIA speaks volumes.
I really hope this can get momentum. I know the situation is different, but it reminds me of months it took me for Niantic to acknowledge that upgrades weren't working from early December thru January. At one point, I had 20 upgrades "applied." They finally went through, but after months for each one. @NIAPooja and Casey offered bland explanations and blamed possible false abuse flags but never really did anything about it. That was one of the most frustrating and betrayed times I've felt. Several upgrades took as long as 4 months after the upgrade was applied to be closed out. Never an apology except the "sorry we've been silent on this" type posts.
Apologies for not saying something earlier as I had nothing really to add to the discussion. I've escalated this issue internally and we're looking into why this happened in order to (hopefully) prevent similar situations from happening in the future.
I also hope that you know that, just because I haven't commented on something, doesn't mean that we're not working on your behalf. As always, thank you for bringing this to my attention and for bearing with us as we look into this.

@NianticCasey-ING - Thank you so much for the response, it's greatly appreciated from the UK guys, I'll let the others comment if they wish to, but from me personally, thank you for the response again. Pushing this issue was never about how long it takes to resolve, or updates on the issue etc, given how long it's been, a few more weeks wont change anything, it was about chasing down acknowledgement from you and now we have it on your radar so personally I'm sure the UK troops will be happy to see this as well.
We'll let this fade off for now, but we'll keep this thread going every so often to make sure we can chase this up again later.

From personal experience between myself and another agent, @PlankSanction, we can date the beginning of the Walthamstow/East London limbo back to April 2018 when review times jumped from 2 weeks to indeterminable (and only actually cleared 2 months after upgrades were introduced).
It bugs me immensely that I can submit nominations around Kings Cross Station and have them come back months before I hear a peep out of my local stuff.
Even if all you can do is cap nominations in the system at a year before auto-upgrading or boosting, it would already be a vast improvement and confidence boost for me personally, as all my acceptances the last 3 months or so from this side of the Meridian have been upgrades.
I think the least that could be done here is for someone from Niantic to go in and manually take care of the OP’s nomination that’s been sitting and collecting dust for over a year (if it hasn’t been taken care of already). A little customer service does go a long way.

I've currently got 96 in the system. Only about 4 from before September (I was subbing in other places like Leicester and Suffolk). This one sub is my oldest by 2 months. Next oldest is a mural about baked beanz that was subbed 8/8/2019 but it's been in voting forever. Ive had stuff in voting since a week after Wayfarer released to Pokemon Go (when it released, NONE of my submissions were in voting).
Only 13 months? A while back I was up to 20 months for a Church! (when it finally got an upgrade, it got denied!) Last few that I had finally get a decision, all had to be upgraded. System is broken. Has been and will be for a while more than likely.
Personally, I think after a nomination reaches a certain age, it should receive some sort of prioritization, although I'm not sure what that best way would be.

if i would set up a system like this, i surely would have something that makes things that are in backlog for more than 6 month go into voting or priorize it so that it gets resolved in a few days.
think of the thousands of people who submitted something over a year ago, and their submission is still in limbo. why would they EVER want to submit anything again?
I was working when the AMA was announced and fortunately the UK Wayfarer community has my back on this limbo. The question was asked on my behalf in a broader sense because we know full well that my situation is not unique and does occur in many places globally.
Of course, my intent wasn't to blame or criticise you for missing the AMA (I didn't even check to see if you participated) just to encourage you and others to help make sure the Dev team can be made more aware of the potential harm rural prioritization does to more established areas. My community suffered that greatly up until PoGO had review access, so I do have some familiarity in the matter, but I admit to not being as passionate about it since my region improved drastically as of the last changes in prioritization. I hope that if that particular question gets addressed, it encourages the Wayfarer Dev to do a deep DIVE into the issue and can come up with some positive outcomes that help the community as a whole.
Oh my word, the South Pole. I can't imagine there are too many reviewers there. I agree after a certain amount if time, things should just get pushed out of queue, and progressively pushed to a wider range of reviewers after so many weeks/months in voting.
I imagine that the South Pole/Antarctica doesn't have a great deal of reviewers, or many people that actually have it as their bonus location. If NIA don't encourage people to use their bonus location, chances are that those will remain in voting for some time.

If there's a better one please refer me (I once read you had a big thread with stuff like this you actually looked into to fix the issues).
I'm very sure to be the victim of the infamous "limbo bug" as well. A nomination of mine, 'Stromhaus mit "Blick nach draußen"' from 2019-11-24 which came into voting a day or so after submitting, still is in voting almost a year later, even though it should be an easy vote and others from that area were processed.
Why I think it's the bug and not just bad luck? This nomination was made around the same time as some others in the same place, which definitely got effected by the limbo bug, as it later turned out. When you (Niantic) after a lot of people complaining for weeks finally acknowledged the issue and fixed it somehow, they all suddenly got rushed through in like a week or two. Except this nomination, which I guess had to do with it being in voting while you only fixed those still in waiting line. Or because you overrode the usual internal order. However, since then the following nominations (I made this year) didn't get into voting so far. I guess it's because the affected one blocks them because just one can get processed at a time.
Please look into the issue. It's extremely frustrating to see people around having no issues and new portals popping up on a daily while I have been almost waiting a year for absolutely no progress. Thank you.
Niantic has a certain quality control that says "we need a submission in review to have XY ppl reviewing it, and if it has to go thru, it has to get this and that".
Sadly the amount of positive reviews to get a submission thru is too high.
another problem is, that if there are the same submissions for a POI, they will block out each other until one has gone thru/has been rejected.
if there are too much POI already, your submissions are always on the "back bench" because there are too many places that dont have POI/Wayspots or too little.
Niantic rather wants you to upgrade things, because for upgrades you have to work a little. That is how Niantic operates. They wont change much on their secret receipe, and your old submissions might be in there for the forseeable future.

It is already 10 past 12, not 5 before 12.

We have the same issue in Dormagen, Germany
South Pole tho. This issue is 100% due to lack of reviewers and niantic not encouraging reviewers to choose bonus locations.

Bumping the thread. Would you believe it I'm up to 12 that are over 12 months old now !!
On the 3rd Nov, this number will be up to 22 submissions at a year old.
