I tried my luck with water towers twice and threw the towel in ha. And I don't think you can judge someones nomination ability by the % they have had accepted. I have had to submit things like a community pool 5 times before it was accepted. I am only at 82% acceptance but if you took away the ones that I had denied a couple times before it was either accepted or appealed and approved it would be over 90%. Take the attached picture for example. It was denied 4 times before it was approved in appeals. Don't judge someone by their acceptance %, judge them by their % on matching the community reviewing. . That lets you know if they review right or not for the most part. If you are below 65% it is times to hit the books and read up on what is and is not acceptable. As far as submission challenge goes I think it could work with something creative like murals or unique architecture, but please no footbridges, churches, playgrounds, sports fields, trail markers, etc.... Hidden gem type theme only please haha. Maybe something that criteria has changed on recently like gyms or shopping centers.
I think it has to do with the event honestly. I had no upgraded in voting go through for a week period and then a couple days ago when Spain noms ran out and they were switching over to Indonesia all of a sudden 6 went through and the second they announced it had changed all my upgrades came to a halt again and nothing since the switch. Almost like they lowered the priority and rate on them to be voted on to allow the event specific places room in the voting pool.

i hope to see those events on a regular basis. It's encouraging to do the Wayfarer-job and if you bring in new countries those backlogs can be cleared. It would be a win-win for reviewers and submitters.
Also the Event Challenge is enabled by default, which is a huge game changer. Even casual reviewers that are not part of the core community now take part - most of the casuals probably don't care where the actual review candidate comes from.
Also having a banner showing there is a challenge and pointing reviewers to forum for more information is a great idea and will probably boost the amount of people being in this core community.
One flaw which is solved by the plugins is the review counter. I think promoting that on the actual review page and maybe also showing the items (text seems lame, would suggest a cool graphic with the event packages) as explanation would probably boost the confidence of casual reviewers to review even more to meet their individual goal as well.
But I assume they have not done that, so people don't go crazy and just wildly review to meet their goals - but that just means how much potential this small counter can have.
Can I just say how fun this challenge became almost overnight? Having the challenge enabled by default is making this so much better, and so many more people seem to be participating than normal! I love just getting a steady stream of reviews now and knowing what progress we're all making. This is honestly the most fun I've had reviewing in....ever.
It also helped that they added in-game rewards as well as upgrades for this challenge. We managed to convince a few more people from our local community to do some reviews. Many dont do sumbissions so arent interested in reviewing just for upgrades.

I've been rating them based on architectural interest. Some of them are really cool looking, but if they're just some old poles with a metal arch I've been rejecting them. I'm not sure if that's the right way to go about it, but I've been getting a ton of agreements today, so maybe, yes?
I have seen my agreement going up very fast during the challenge. I think it is partly because you usually have to wait for your agreements until the submission finishes voting. I have some that have been in voting a year. Before Niantic started pulling old ones from the queue I had some which had been in voting 2 years. I know people in my local community had voted on them so they have been waiting to get their agreement for that for years. Sometimes when I get fed up with wayfarer and stop reviewing my agreements will still keep ticking up for weeks. I have done tens of thousands of reviews over the years, I wonder how many I am still due an agreement from? Anyway, during the challenge the submissions are completing voting almost instantly because of the number of reviewers taking part, so you get your agreement straight away.
It seems to me a lack of respect for the Spanish community. If you win the vote, it is so that all the stops you have go into voting as others are resolved. What you cannot do is with the excuse that the system is slow, say that it is because there are no proposals and take the opportunity to introduce proposals from other countries (when there are still proposals that have not even entered a vote yet) and that the Spanish proposals move to the background or third plane and are no longer even a priority. And not at all, I want to mess with the work that the rest of the communities are doing in their respective countries, but if this was our event, at least fix the system to reduce waiting times and if there are no proposals in voting, what the proposals that are requested go directly to a vote.

Do you know why Spain had a long queue of nominations?
Because people sent nominations but didn't spend the time to review.
This event has cleared most of the queue, Niantic had to switch to other countries because there were not enough nominations left in Spain to keep the rythm and reviewers taking part in the event faced long waiting times or errors because the system wasn't expected such success.
Keep this in mind: in just ONE day, the tier 3 goal was achieved! Would you prefer if the pace was as slow as in previous challenges and it took the whole duration of the event to reach tier 3? (or even fail as it happened in Indonesia?)
They never said that this event was about clearing the whole queue of Spain, that should be done by Spaniards if they want to.
How many Spaniards do you recognize in the top 10 reviewers listed so far? Have you reached the personal tier 3 ?
If people only cares to nominate and leave the work to review to someone else the system won't work and you can't expect people from other parts of the world to keep on clearing the queue if the Spanish community adds more nominations but don't review them.
World wide reviewers don't touch your edits. That's on Spain. We ran the backlog down low enough that if you all jump onto Wayfarer and do reviews you should be able to keep up.
I live In Missouri, USA I very rarely have nominations in voting longer than 14 days. Upgrades typically slow the process. We actively review our area well enough there is no backlog here. You are in a position to do the same there.
Quick Question... If you set your bonus location to one of the locations of the challenge, do the reviews from the bonus location count towards the 500? Also how often can you change your bonus location in this challenge? Thanks :)

You can change your bonus location as often as you like during the challenge. You just need to exit Settings and return/reload Settings and you can change your bonus location again.

So, for someone late to the party, what happens now with the following requirement:
A target Wayspot resolution goal has been met; and you review at least 50 nominations from Spain during the reviewing portion of the challenge.
I'm asking since most of my reviews are coming from Indonesia now. It will be more difficult to get 50 reviews from Spain.
The great news is these new locations count towards your count
