@vke123-ING not every monument is open during monument day. Fort Steurgat is not in the list of participating monuments.
The area is residential, yes, but the gate is not open to the public, as it's electronically locked. You literally can't get in without the key or without someoneto let you in.

@NianticLC can you pleasebe more specific of what criteria that might be? I live nearby, I have tried multiple times to get in range of the portal but it is simply not possible due to the fact you can't access the only entrance of the property.

The removal criteria are listed when you make an invalid Wayspot report. However, not being able to interact with the Wayspot is not one of the removal criteria. There is no requirement for a Wayspot to be accessible to all players or at all times.
