It had a rather odd side effect. I had a old stuck in appeal submission. That is resolved, by the community. So either i got a wrong email or that submission went through the wrong validation proces.
(sidenote: It was denied, should have made a better picture to differentiate the object. So no need to do anything specific with that. But the cell is already filled with an other object that was later placed nearby. Also it wouldn't benefit Ingress because of an other waypoint is closer than 20m.)
Looks like there still might be some issues. I got my upgraded nomination they had been stuck resolved yesterday, came here to see the news that things were supposedly fixed, and decided to try using a new upgrade, but 24 hours later it has not yet moved to voting. Usually I get resolutions in 24 hours, so seems things are still not back to normal.
I've also upgraded nominations in the past day that haven't yet had movement. Yesterday I finally got resolutions to Upgrades used on the 10th/11th, so I presume there's still quite a bit of a queue. You're likely stuck behind @TroIIfarer-ING's 8 million nominations.
Have people been protest voting? Because 6 of my 8 stuck upgrades resolved in the last 24 hours and 3 were totally nonsensical rejections. Another was a duplicate, which wouldnt have been if resolved in a timely manner. I hope they do reimburse some upgrades because it feels like I wasted my time doing 600 reviews and im not inclined to keep doing for these results. But it's not the first time Niantic's mistakes have wasted upgrades and they havent reimbursed before so I wont hold my breath.
I've suspected folks did some protest votes. I've also seen a lot of trash come through, so when you keep seeing trash you keep expecting trash.
I had a very solid nomination which got rejected, and I showed it to Discord who agreed it should have been approved, but it went into voting and was rejected within 30 minutes. I need my upgrades back just to get the two back that were wasted by having bad reviewers.
FYI, All my backlogged upgrades have gone through and reached decision, including my oldest ones from last month and my most recent upgrade from this week. Thanks!
When I say nonsensical I dont just mean I disagree with the rejection, I mean the reasons given seem completely unrelated to the submissions. I could understand if it was just "other rejection criteria" aka "doesnt meet acceptance criteria" but I had a historic bridge with pavements on both sides rejected for pedestrian access and historic gateposts rejected for "submitter identifiable" when you cant even see my shadow...

Can you please look into it. Because what i suspect has happened is that something got appealed. That appealed submission might be wrongfully reviewed by wayfarers and not by Niantic reviewers. And is reviewed totally different or it was something that ended up in that coal fraud going on in the Netherlands right now.
Of course I might be totally wrong. But either way I like have that cleared up.
Nothing about the photos you've posted screams "this must be a 5-star review!" to me, but you're not posting much here so I would be very interested in seeing the full nominations. You should make a thread for them in the Nominations Improvement forum! 😀

As I said, I would understand some "other rejection criteria" but the rejection reasons given make zero sense in relation to the submissions. I had another nomination which was submitted in February and had been in voting for over three months fail to get a resolution until the 15th -- it seems like the "In Voting -> Upgrade" process takes some time, almost as if they add an extra day or two to have it enter the actual Upgrade Queue.
I've seen this before with previous submissions before this disastrous situation took place. Here's sincerely hoping that this gets resolved for you in the next few days!

It seems to be fixed. I’ve had a few upgrades resolve faster now. At first during the issues (early June ‘23), it took three weeks for mine to resolve. The next wave (mid June) took one week. Now (late June), with the last few I’ve submitted, it has taken three to four days from submission to conclusion.
This is my first experience with upgrades. While I was frustrated at first, I very much like upgrades working within days than regular submissions taking weeks, months, or years. Thanks, Niantic!
Is it certain this has been resolved? I have so many in queue right now, including one I used an upgrade on that instead of actually upgrading the nomination, marked it as "upgrade next" (?). It's stuck on an upgrade in queue that I'd really like to move to voting as it's been 2 months since I submitted it.
Is there something I'm doing wrong here or misunderstanding or is this simply proof the bug isn't completely fixed?

Probably right, it suddenly went into voting and got resolved super fast now.
Upgrades seem fixed here. In the last 12 hours, 17 accepted, 5 rejected, including the giant batch I upgraded about 8 hours ago.

So, uh, how's the re-issuing of wasted upgrades coming along? Any news?
My first upgrade that I applied since the fix went into voting in about 20 mins and resolved in 12 hours. Looks like its back to normal for me.
So far nothing has changed. I'm almost completely sure the nomination is stuck at this point.
