Wayspot Nonexistent, Unreachable, on Privately-Owned Land

Additional information: There are no trails at that location, no safe pedestrian access nor safe walking space, it is on restricted property, and one would need to cross multiple private residential properties to reach it.

Did you receive a rejected portal removal email from niantic? Should have that before posting as they can only act once that process is complete, hence why this forum is called appeals.
You do not need to be within hacking distance of a Portal to submit a report. 98 metres should be well within viewing distance of the Portal and thus you should be easily able to submit a report.
Edit: I've decided that my comments were not particularly useful in this situation, so I am revising them as below:
This wayspot does not appear to be on single-family private residential property, nor does it appear to only be accessible via single-family private residential property. I am, however, somewhat doubtful about the authenticity of the wayspot given the photo that was used and the lack of any relevant search results for the name.
