I suspect it might be that you've not sold how important the person is to he country/community well enough to convince reviewers. A link to a web site with an article on the person in the supporting text can help. People reviewing the nomination may live several miles away and be unaware of why they are particularly important.
The photo you've used was added to Ilia Pirchalaishvili.
It is obviously a different plaque, but they seem to be very close to each other. It's likely that the automated system was unable to tell the difference and marked it as a duplicate (the wording in your email is the wording you get from an automated rejection, rather than one that's actually been looked at).
One thing worth noting is that the description for Ilia Pirchalaishvili suggests it's on the wall of a house. If it's on the wall of a single family private residence, this would make it ineligible.

Surely. But it's a multi-apartment house. (However, if this was a private house, then how was the neighboring submit accepted?)
Yeah, the wording tries to mislead you into thinking humans have looked at it, but in this case "our team" specifically refers to a questionably programmed automatic filter that is known to sometimes make mistakes.
If it's on the side of an apartment block then that's OK. It was just the description that made it look like it might be on a house. It's hard to tell as you don't have street view there. Though it is worth noting that sometimes things do get accepted when they shouldn't. The automated filter that incorrectly marked your nomination as a duplicate isn't the only infallible part of the system after all - human reviewers are far from perfect as well :)
