What is wrong with my nomination?

I have nominated an ornament hanging on a house for many decades. Every 5 years they go to a restorer and he paints them over again and restores broken ears or noses so that they can hang there proud for everyone to see. Like the owners love.
It is a constant in our street, at +500m from schools, its decorative and we have no pokestops in the street. They even have a selfmade roof over their heads for weatherconditions so you can see they are hanging there for many years...
Yet they are déclined. Have not idea why. In my neighbourhoud pokestops of stickers on traficsign, stops directly at schools (even on schoolproperty) and a mariasign just placed for the stop are beeing accepted?
So what would be the criteria to decline my nomination plz?

I can't say for the others that have been correctly or incorrectly accepted but those unfortunately look like they are on private property?
Bon Vivant at one end of the street doesn't look it has been added though.
Seems like art on a local road. Should be added to the game!
