There are literally thousands of them all over the city. This wayspot is not visually unique, nor culturally significant. There's no wayspot criteria to justify this submission.
Whoever submitted it and voted to approve it should be reprimanded for such blatant abuse and disregard of Wayfarer instructions.

Hi, whilst I agree this doesn't appear to meet acceptance criteria I'm not sure it meets the removal criteria either.
So if any trash gets through, it should remain? Then what's the point of wayfarer criterias? Just approve anything automatically because otherwise voting brigades will do that for you.
You would have to ask Niantic why there is different removal criteria to acceptance criteria, but no clearly you shouldn't use that as a reason to to approve anything that you don't feel meet the acceptance criteria.
There's no criteria under which this wayspot should've been submitted or approved. Therefore, this submission and its reviewers violated Wayfarer rules and should be reprimanded, and invalid wayspot removed.
