"The quality of art is subjective" You do realize that is why you have a 5 star vote on visually? You rejected a valid submission because you chose too. You could of easily went through the review properly and gave proper votes on street art and a 1 star on visually only. Because that is what your vote truly is. Learn to review properly.
@NianticCasey-ING Please chime in as to how to vote properly on street art. People should be rating visually lower instead of the whole submission. Reviewing the whole submission as a 1 star is not correct. Wayfarer Faq also states this. "Should this be a portal" Is not an overall rating for each submission.

What should I consider when answering “Should this be a Wayspot?”
Based on your initial impression of the nomination represented in the photo and the title/description, does the nomination seem like it would make a good Wayspot based on the acceptance criteria? "This is not an overall rating for the nomination."

And submitters never lie? Submitters never would never upsell a drawing they made themselves 5 minutes before and call it a cool piece of art? That's a bit naive.
@Gabriel0322-PGO you do realise that people are within their right to disagree with you that things aren’t interesting? That’s why submissions go out to many reviewers so that it gets the community opinion on whether things meet criteria or not. If this has been submitted multiple times and rejected for not meeting criteria then the reviewing community do not believe it meets criteria. It is not in the same category as the interesting mural given as an example so no guidance given states we have to accept it
Wayfarer has no binary choices, so perhaps arguing accept vs. reject is pointless. That original pikachu strikes me as low quality when I ask myself the question, "Should this be a wayspot?" I wouldn't give it 1* on that question, but I certainly would not give it 4-5* either. In my opinion it is more on the graffiti/vandalism end of the scale than the street art/mural end of the scale.
The condescending tone of your posts is not helping your case. If you scroll back through the thread you'll notice the myself and others gave our input on multiple rating criteria. I said that I'd probably rate this around a 2 for cultural significance. Would I give it 5⭐️ For pedestrian access at the same time? Maybe, if it qualified for that, but there's not enough information given in the original post to determine that.
Many others have weighed in and based on what I've seen in other discussions on this forum I am confident that many of them have good judgement when it comes to applying all of the rating criteria appropriately using the 1-5 scale. I want to say that I think I'm pretty good at it too, but you're always welcome to ping me in comms from an Ingress account if you want to see my number of agreements for yourself.
This is a tricky one, and one we've seen come up before. This Pikachu in particular, has been associated with a number of duplicate or falsified Wayspots, which makes this discussion particularly difficult.
When it comes to street art, there's a fine line, and it is reliant on the quality and originality of the art itself which is definitely very subjective on the opinion of the reviewer. You need to consider each piece individually.
In my opinion, something low quality like this is more likely to be "fixed" or painted over by the local municipality and removed, whereas a mural is likely done in collaboration with the local government, property owner or some combination therein.
Looking at the guidelines, while this isn't initials, I would still consider it graffiti due to the low quality of the art and therefore ineligible.
Now that is an interesting twist... if that Pikachu has been seen in fake wayspots before, that almost makes me wonder if it has been photoshopped. Granted, I think it could be drawn by hand on site pretty quickly. I'd love to be able to see other examples of it to compare the artwork and see of it's been 'shopped.
That's why I mentioned the low quality supporting photo. Failure to help prove the candidate exists is another red flag, in my opinion.

It is 100% the reviewers responsability yes! But I think Niantic-Casey already did the better answer here.
Here's a similar exemple I've found today:
