Additional information:
This portal was placed incorrectly from the very beginning, and remains way off in the inaccessible woods to this day. It is slightly over 60m from the fence line, across a small stream, making it illegal to even attempt, regardless of whether the festival is open or closed.

Yeah, this one is simply not reachable. It's blocked off via the other side too. Somebody just got the pin wrong when they submitted it and it's been stuck forever. I go to the ren fest every year and it's not possible to get this portal without trespassing on private land.

Good point that I didn't mention. The no trespassing isn't for the festival property, where employees might be able to go. It's private property, where they'll simply call the sheriff!
Is the correct location 39.000910,-76.583322? Because this is something we should try to correct instead of deleting. However, this does look like it was misplaced so as to create a Pokestop where one wouldn't normally exist.

But there's already a portal there so I'm not sure if a move would be allowed? I know you can't create a new one too close, but I don't know how moves work.

No, it's roughly where the fountain portal is, that's what I meant. You could move it to there, if moves are allowed to be less than 20m apart. (I know new submissions have to be at least 20m away from existing POIs.)
There is no rule requiring Wayspots to be more than 20m apart. It is just that a Wayspot will not be imported as a Portal into Ingress if it is within 20m of an existing Wayspot. And we are focusing on a misplaced Wayspot.

Thanks for the appeal, @Webqatch-ING. We took another look at the Wayspot in question and decided that it does not meet our criteria for removal at this time. However, we've moved the wayspot to the correct location.
Now we just have to wait for August when the renaissance festival opens again so we can get it! :D
