Would this be good enough for a memorial bench

So memorial benches arent acceptable unless the person was if some import to the community, I asked this on a face book group and got mixed results, so I'll ask on here and hopefully @NianticCasey-ING can chime in as I suspect it would need official backing one way or the other rather than subjective opinions

If you can provide a lot of personal, interesting info on this person, it might pass. If he did a lot of volunteer work, helped pass interesting laws/rules whatever- stuff like that.
If he was just a regular councilman that didn't do anything all that memorable... I'm not sure I'd consider it a good POI. This area is VERY subjective though, so others might very well disagree with me.

To me, a person who was a councilman and deputy mayor was a prominent person in that community; a person of significance.
That's what I would say, but other people thought "thers loads of councillors" or "its only a deputy mayor". The issue is noteworthy is very subjective to another of people and that's why I was hoping to get niantics take on it, so that there can at least be a base line
I say "yes" as he did something and it's obvious from the actual plaque what he did. If the plaque didn't say this then the supporting information would have to show what he did and this would need to be proved from a relative easy search (and this might well be a slightly lower score from me).
I'd personally say that even a bog standard councillor or the chair of a local society would be fine, just as long as it's provable. The contribution they made would affect their score so someone actually famous would get a higher rating from me.
If it's just someone who "loved this place" or whatever then 1*.
