How is this nomination harassment?

Please tell me where I went wrong?
It's a municipal complex with pool, playground, community center, etc...
Nomination was flagged for targeting other players with the purpose of abuse, ridicule, trolling, or harassment, The real-world location of the nomination appears to represent a generic store or restaurant, Nomination does not meet acceptance criteria.

If some people find the nomination to meet no criteria, they may strike "abuse" as they feel it's a waste of time. It's also possible somebody took offense to the term "disabled kids," as those are typically called "inclusive playgrounds" or "handicap accessible."
To my understanding, the rejection reason for abuse doesn't trigger any Niantic review unless there is a trend, and you would receive a different email from them if they suspect abuse.
Targeting individuals, creating fake Wayspots, or suggesting untrue/irrelevant things to reviewers are typically considered abuse from Niantic.

First time nominated. Here's what I submitted.
Wellington village complex. Contains 9/11 memorial, community pool, disabled kids playground, community center and city hall. Pedestrian-oriented with bicycle and transit access as well.
I don't think the complex as a whole really meets any criteria. Some of the individual parts of it probably do - you may want to try getting a close up of the community centre and city hall and submit them separately (pools aren't generally valid).

Could be a finger slip but it's probably someone who couldn't be bothered to fill in the mandatory text box they'd have had to complete if they simply selected "Does not meet criteria" - there are plenty of lazy reviewers.
Just frustrating. I don't mind so much if nomination is rejected as long as I get real feedback on why they rejected it so I can improve....
It’s not harassment. I had one marked as offensive content once and I would never post anything offensive. It makes you feel bad doesn’t it :(
