This wayspot appears to be in violation of the rule prohibiting portals that could disrupt hospital operations. It's situated directly in the access path to the hospital, making it impossible to access the area without entering the hospital grounds.
"The Portal submission should NOT be or include any of the following: Candidates that may interfere with the operations of FIRE STATIONS, POLICE STATIONS AND HOSPITALS"

This portal is right at the emergency entrance of the hospital and from what I read in the rule, you cannot have a portal in a hospital that is at the emergency entrance.
