Why was this rejected (twice)

Trying to make this a stop to active another gym In my area.
First it was rejected due to poor access ( there is a footpath right next to it) and that it was on private property (its a public facility on public land)
And just rejected again. For being a business or restaurant. Its a free to use government facility....
Will it ever have a chance?

I think a public bike shed like that won't meet any criteria since it's not unique at first. Mind to tell what's unique from that bike shed?

I don't see how a bike shed meets the Wayspot Acceptance Criteria. There is nothing artistic about the bike symbol that would venture into being a "cool piece of art" and there is no indications that the building itself is historically or culturally significant.
So I saw your nomination in Wayfarer, I actually skipped it both times. The reason why you got stupid rejection reasons is that the reviewers don't like it, so they'll find any random reason to reject it.
Does it have a chance? Probably, because I've seen quite a few of those as Wayspots at my local. The ones that are existing Wayspots, they're normally called "Orange Pushie (suburb name)" - ours have the bike on top of the shed rather than on the door like yours, and the photo disc is focused on the bike as an artistic object rather than it being focused on the shed. Those probably wouldn't pass in this day and age, but for starters not having proper capitalisation in a very generic title is a huge turn off for most reviewers.
Its rejected because it doesn't meet any criteria, give up on that and find something better, that does fit criteria, to submit
