A local park that used to be a bulb farm has a path that was painted with daffodils to honor its former use. Would paintings/decorative brick work classify as an eligible POI?

I think so- the hardest part with this will be proving it's permanent. I believe you that it is, but some people might look at it and wonder if it's an easy ploy to get a POI. If there's any website that refers to it, putting it in support should help.
I think they'd be allowed; however, as a reviewer, I would not accept if the paintings didn't appear on satellite view. Before submitting, I would check Google to make sure that they appear.
I would love for this to be allowable, but there are to many of them to treat them individually. It would have to be treated more as a mural; the same with certain kinds of decorative brick work, but you would need a photo that captures most, if not all, the design. As for permanence, those markings are not coming off without some serious equipment.
Why automatically reject? You do know that satellite photos can be years out of date, right? It's not uncommon for street view to be 10-13 years old in some places. You could argue that the submitter should upload a photosphere, but that is not a requirement for approving a nomination.
If the photos (nomination, and supporting) make it clear that the mural is real, permanent, and is ~likely~ to exist, instructions say to rate 3 stars for location... more, if the photos include landmarks that make the location easily verifiable based on sat view.
Because I need proof of permanence. Looking at a submission photo or supporting photo makes it very difficult to tell if it's something that's meant to be there long-term or if it's a seasonal piece. That's where the satellite view comes in. I don't doubt that the mural was there when the person submitted it; I doubt that it will be there five months from now, especially when it's monochromatic like that photo.
Unfortunately both street view and satelite are from before/during construction, so it will probably be a bit before it updates again. I could probably upload a photosphere and wait a bit before submitting.
I agree that this would only qualify one for the path as a whole, but you do bring up a good point that would have to examined case by case whether paintings are one design or a series of seperate paintings.
That's a really bad way to look at it. As was said, google maps is ot of date in a lot of places, I know several parks, pla parks, murals etc. That weren't around with google maps because google maps is 10+ years old. If the paint looked fresh then yeah, reject that as it's probably just been done
That's why I said if the photos make it clear that the mural is permanent. Monochrome flowers, meh, the burden of proof is a little higher... a professional mural, it should be pretty obvious if it's meant to last. In fact, yesterday I submitted a mural that is so new, the artist's ladder is in the supporting photo. The mural is 15m wide and took three weeks to complete, I'm pretty sure it'll still be there in 5 years.
