Historical building converted into flats - PRP?

Need some help/thoughts with this one, as I originally thought this should of been an easy sinker, but apparently not so.
3 attempts at it, 3 rejections for PRP, however from my understanding, PRP refers to single family residence which this is not, the building which was originally a chapel & school room in the early 1800's, the school room was demolished and the chapel converted into flats which I understand is the same as apartments, in that they are MRP (multi residence property) and not PRP. I admit I got my dates wrong, the place was originally built in 1818, not 1832, '32 was when it changed into the school at the time (see my supporting)
See from the above website, the school room was demolished which is now where the car park for the flats are. Under UK law, the people living there currently do not own the building or the land it sits on, flats are rented property, however I know each country is different and thus we use US law which is where the AMA question comes in about flats/apartments being MRP and should not be rejected for PRP.
Please help? not sure what else I can do to prove what I've given in my sub is true.

I've had the same issue. Historic building with over 30 apartments in it. "PRP". If flats are indeed like apartments, I don't consider that to be PRP since it's not a single family home.
Yeah there pretty much identical, I asked about it on the Wayfarer UK Facebook group and got a lot "people live there instant 1*" without them even considering that apartments are a thing that is acceptable.
Yes it's eligible, but I've only managed to get 1 in 6 similar buildings (all Grade 2 listed, all flats) passed. There seems to be a general ignorance about flats not being Single Family Residences... Good luck!
This is one thing I was speaking to someone about, that with the way they've upscaled wayfarer now opening it to PoGo players, that the criteria/Niantic laws no longer matter, if the largest portion of the reviewer base disagree with Niantic, then essentially reviewers can make their own rules/criteria, it's a scary thought.
Niantic should change the rejection button from 'Private Residence or Farm' to 'Single Family Private Residence or Farm'.
It wasn't really any different before PoGo players joined - there's plenty of waypoints that shouldn't have passed that have been in existence for years, and I'm pretty sure valid waypoints have always been rejected through poor understanding of the PRP rule.
While I do agree that technically this isn't PRP, there's a big difference between a large apartment complex and a duplex. Both are technically not PRP, but it's reasonable to expect a greater degree of privacy if there are only a couple of units in the building.
This one is on the fence for me. If it had a historical marker, I would approve it, but as it stands, I probably wouldn't. I know that's not the letter of Niantic's rules, but it feels in line with the spirit of the rules.
