Likely outdated map photo question

I'm new to reviewing and am seeking advice here.
I've seen several nominations where the map photo does not match the photo of nomination, very likely due to the map data being outdated. Any recommendation on how to rate Location for those nominations and whether it should impact the Overall rating? I've been marking Location as "3" and Overall for whatever I think it should be for those nominations. Two example screen shots below. TIA for any advice.

I typically look for clues in the background/surrounding area and if enough of it looks similar then I'll give it a 4* rating. The missing star is to account for that small element of doubt - if that feeling is a bit stronger, but the waypoint is still likely to be there, then I might drop it down to 3*.
In both your examples, there's enough evidence for me to give them a 4*.

In agreement with the above comment. I get a little more skeptical of murals because some people photoshop them in, but I'm pretty certain the basketball court is there, the building behind it matches. But this particular mural in question looks good, just be wary if the edges of it look "off".
The rating guide from wayfarer essentially says to 3* it if it seems likely that the nomination is there, and I also bump it up to 4* if the surrounding objects match up.
The 3* definitely isn't bad, and shouldn't reject the nomination unless too many others vote in bad faith for it, but based on the photos you've shown I'd likely give at least 4* and probably 5* if the support photo additionally helps validate location. The building in the background of the basketball court looks as though it has been repainted, but the doors and overall facade seem to match - the same for the mural nomination.
I understand @Sugarstarzkill-PGO's concern with "Photoshop" mural nominations and will sometimes reverse Google image search just to make sure it doesn't appear elsewhere on the internet. I'm also less skeptical if the support photo shows a different angle or maybe a different shadow going over the mural.
