How many People need to review a nomination before it is actually put in the game?

Small community that has a few lvl 40 players that have nominated pokestops and want to know how many people need to review it and if the accepted nominations are actually put in the game.

This is a closely kept secret of Niantic, as it could lead to people gaming the system. So there is only speculations. Most think it is a combination of several things; like the number of stars given in every category, rating of the reviewers who have voted, and density of poi in the general area.
If the nominations are accepted, they will be put into the game. They will first appear in Ingress, and later sync to the other games, like PoGo and HPWU.
Niantic will never reveal that as then people will try and game the system even more than they do.
It depends in part on the ratings of the reviewers.

5 very highly rated reviewers may be the equivalent of 25 medium or high rated reviewers.
In the old G+ OPR community, they confirmed that there were more internal rating levels for reviewers, and that the difference in someone's rating had different levels of effect over portal reviews, and how much a portal may need.
One other example was that a very highly rated reviewer disagreeing with a lot of average reviewers may delay a portal's result.
