Hello,
As a community in my playing area, we are wondering if a Church would be accepted as a Pokestop that is located within/next to a high school.

Within, or next to? Those are two separate things. Could you provide a link to a map?
If the church is on K-12 school property, that takes precedence over any acceptance criteria, and the church should be rejected.

If it is on school grounds, then it is ineligible regardless of what it is.
Yep, the church is on school grounds, so it's not eligible.
Remember, reasons to reject something (K-12, PRP, emergency services, etc.) take precedence over reasons to accept a submission.
If the school has an independent entrance, and a clear separation between the church and the school, such as for use during weekend services, it may be acceptable.
But usually the answer is no, as with this case, because the church is clearly part of the school.
