Your title and description are for the forest as a whole, which might cause it to get rejected as a natural feature. I'd focus on the specific elements, such as the Chookarloo Campground, though you can mention some of the details of the forest as well in the description of those. Other sub elements of the forest can also be submitted.

This means that nobody voted to reject your submission, except perhaps accidentally. There would have been a fairly large number of 1* (or 2*) ratings on the one category. Niantic documentation doesn't explain this very well.
On the bright side, they're working to revamp the five-star voting into something people can hopefully understand better.

The sign is always there , its the times of year you can camp is the only reason for the dates.
