Whats not vaild on this please? The painting is not yet on street view, but you can clearly see it is the same "small building" on supportive photo.

It doesnt look like a mural, looks like graffiti which is invalid.
Grafittis are invalid?
I believe just graffiti tags are invalid, or when they only have autors name, or did I misunderstood this part?
This swan is not so easy to paint (I belive :) never tried myself :) )
Trouble is it looks like a graffiti tag, if it truly isn't the onus is on you to provide proof otherwise.
Okie, that can be the issue that to others it looks like tag, i see swan there :)
or I do not understand what means "graffiti tag" i thought it isjust names/and lines and when it is ugly :D

It LOOKS like illegal graffiti. If it is actually done legally like you said, try to find a need article or something you can link to that proves it is a legitimate art piece.
.I don't see a swan at all- I just see the letter "W". It looks like very common grafitti/tag lettering.
