Additional information: There is a Wayspot with a sign of the playground and another Wayspot for the actual playground. According to your FAQ there should only be one Wayspot per playground (https://wayfarer.nianticlabs.com/help#niantic-wayfarer-clarifications-january-2020). So I guess the sign should be deleted?

I absolutely agree with you, the sign is by definition a sworn duplicate. In any case, it is incomprehensible to me why the sign is submitted at all and why it is still accepted. The playground is the wayspot.
Unfortunately, I am aware of several such cases. I also have a playground with several wayspots here with me. Reporting as a duplicate did not help.
It seems like a small park/playground area, so I would actually leave the sign and remove the other portal.
There is no park. It is just a small playground for an apartment building. Also the sign is generic and present on many playgrounds in the area. The text just says: Here is our playground.
Even though the sign itself is generic, it signifies a separate playground (technically, the swing is also generic, most likely 😊), so I don't see a problem with that. And considering it's a small playground area with a couple of swings and a slide (if I understand correctly form the sat view), I suggested leaving the sign for the area and removing individual swings.
Appeal Denied- Thanks for the appeal, Trainer. We took another look at the Pokéstop/Gym in question and decided that it does not meet our criteria for removal at this time. However we made necessary changes to the title of the Pokéstop/Gym. You should see these changes reflected soon.
