Flagpoles aren't considered eligible on their own because there can be a lot of them in some places, however the memorial would probably be accepted in this country, so probably can be for you too.
I would focus your nomination picture on the plaque so that people can see the writing, and I would write at least some of the contents of the plaque in the description. I would step back a few paces further from where you took the main picture and use that view for the supporting picture, so people can see it has lots of space around it. You could also include details of when and why the memorial was installed.
Agreed with the above -- for getting the nomination accepted. I'd end up submitting that initial picture as a secondary photo via Ingress, and then immediately upvote it to become its primary photo, because it's much nicer than just a plaque.
Yeah I'd agree the current photo is much nicer and long term would be a much better image on the waypoint. But reviewers do love a close up of a plaque!
