Accepted nominations changed the localisation after the acceptation

Me and my friends, we submit a 15 wayspots in our zoo, each of them on an empty lvl 17 cell, in the validation the localisation are good, but after the acceptation we got 9 of them on the same point and they will be rejected by the system because there is an portail in that cell, why the localisation are changed ?

During the review process people reviewing your nomination can suggest a more accurate location for the waypoint.
But the location suggest are in the middle of a big pool and my location are the correct location, in our case there is 11 from 20 wayspots are modified, and all the new location are in same point in the middle of pool this is strange
The system doesn't make a determination on whether the suggested new position is correct or not. It relies on the reviewers for that judgement.
So even if the suggested new position is incorrect, if enough reviewers point towards that location as where the POI is while reviewing the nomination then the waypoint marker will be shifted.
This is why as reviewers we should cease to have the ability to move the location. If we disagree then it should go to an Niantic employee to review.
As far as I am aware, because Niantic never says anything, we don’t actually know what happens when a new location is suggested during review. We don’t know if it takes 1 person to move the location or 10.
You do need to make sure that there is ample visual information for someone to verify the location via google street view/ satellite etc. I would expect in a zoo you would need to take and upload photospheres.
