Tombstone 50 years old rule

Hi,
I would like to ask clarification about the 50 years old rule that we can found on the help section of Pokémon GO and Ingress.
But on Wayfarer help the 50 years rule is no longer mentioned and we found that Elvis (died in 1977) tombstone is eligible.
So which rule to apply? And an official answer might help a lot of communities where this debate is held.

The whole guidelines section needs to be burned and rebuilt with all the relevant information. We have to look in a dozen places and then guess for many reviews. They said that was in the roadmap but it can't arrive fast enough.
Wayfarer guidelines have been ridiculed since being released for being in several locations, difficult to navigate, and in some cases self contradicting. Even NianticCasey has offered conflicting clarifications and later removed some of their comments in here.
To clarify a little, though, the information you are referring to is NOT part of the actual guidelines but more general information to those who might be considering a nomination.
At least that is how I rationalize this particular contradiction. Considering cemetery clarifications have been long asked and Niantic does not do a good job explaining reasoning behind confusing nominations, I doubt we will ever have more clear guidance.
@Fronsac-ING i think you can submit a wayspot only if the graveyard its relevant in local area or even in the world.
The graveyard of important people can considered a cultural place because the hustory or recognition behind.
If its a common people you can just place a "cementary" wayspot
@Fronsac-ING,
The first picture is ineligible because a vehicle is in the picture. I do not know entirely about this either.
That would only be the case if there was "personally identifiable information" in the photo, such as the license plate. I cannot confirm either way if, when fully zoomed in, the license plate would be readable in the original submission photo. I suspect not.
Please read my message before posting an answer. Both images come from niantic help guides.
