One star or duplicate

I have a question for the @NianticCasey-ING and folks.
If Wayspot already exists and the image or text is incomplete, should I give it one star? Or should it be a duplicate?

I usually go with duplicate. The only time I don't is when the photo would be a rejection reason, because I don't want an ineligible photo ending up as assigned to the PoI.

If you are reviewing submissions and you see a duplicate (whether or not the picture or title is better) it's a duplicate. Don't reject it (don't give one star). The picture will be added to the wayspot and Ingress players will be able to vote for the best picture.
If you are playing a game and see anything incomplete, then go there and submit an additionnal picture, or submit a title/description edit. (You need to be PoGo lvl 40 to access this function. You can ask any player of your community to do so if you're not 40.)

Which is exactly the problem if the picture itself is ineligible - it has watermarks, it has identifiable faces or it's unacceptably blurry. In such cases I'm arguing for rejectiom, precisely to avoid the picture getting added to the game.

If the submission gets marked as a "duplicate" and as a reviewer, we rejected it for a "bad picture", I guess that we won't earn an agreement...?

I'd like to see a note on what the top priority should be in the help, as the right or wrong of this decision will definitely affect the wayfinder rating.
