Obstructs emergency services criteria - hospital footpath

I thought I'd post here to gather some thoughts before I make an appeal, since if I only have 1 shot at an appeal, I want to get it right.
I submitted a removal request (under obstructs emergency services) for this POI:
Removal request spent almost 6 months in Nia's queue and they decided it should stay in the wayspot network.
On first look, it's outside actual hospital ground, doesn't seem like a problem, but this POI sits on the corner of a very busy road, the emergency department is just around the corner and the road next to it is frequented by ambulances:
To make things more interesting, this POI is also a gym in PoGo.
Now criteria states: "Location obstructs the driveways of emergency services or may interfere with the operations of fire stations, police stations, hospitals, military bases, industrial sites, power plants, or air traffic control towers" -- so it's not specifically in the driveway, but imo it has the potential to interfere with the operational path of ambulances. As I previously mentioned, the main road can get quite busy, and when there are cars banked up, ambulance will have to mount the footpath to get across.
Zooming into the drain cover on Google stree view, is that tyre marks I see?
Reckon I have a chance of getting this removed? Any other information you guys think I should include in my appeal? One thing's for sure, I probably don't want to be stand next to the gym when an ambulance decides to mount the footpath.

It's not in the driveway of emergency vehicles. It's not at the entrance doors of the hospital either. It is flanked by pedestrian sidewalks on both sides. Being at or near a hospital where emergency vehicles may pass by is not interference and therefore is not grounds for removal.

In your case, your POI looks in a public small garden, with pedestrian footpath all around, the road is not exclusively for emergency vehicules (it's not the emergency room ambulance driveway), we can see delivery truck on the street view, parking everywhere, etc. I don't think that a gathering of players (even for a PoGo raid) would obstruct emergency services. (Btw, the tire mark looks from a MTB.)

Keywords were "or may interfere..." which is very subjective. I have seen an ambulance mount the footpath - I was on a bus that was stuck at the lights.
A big delivery truck is easy to see, it's stationary and can be driven around, a PoGo player taking the gym or an ingress player trying to ultra strike the portal is probably going to be a lot harder to see. I doubt those are mountain bike tyre marks, you can see the other half of it in the dirt which indicates a pretty thick tyre, also if you look at the dirt part on Yamba Dr on street view from southbound lane you can see the dirt part and the footpath probably gets a bit of vehicle traffic.
It's all good, I won't appeal this one.
Didn't I have an ANZAC Memorial Garden removed from this very hospital because someone decided it was too close to the front entrance despite it being off to the side? Because people would "park in the emergency zones to spin a Pokestop and cause someone a delay long enough to die?"

With as inconsistent as they are with removal requests, I don't think anyone can use examples of previously removed Wayspots as standard.
