Should Pokemon Go adjust pokestops nomination level back to 40 ?

just a suggestion
there are too many wayspots to view when the players are only come from lv.40
and 8 out of 10 wayspot are unqualified
now the level down to 38 means it will appear more and more unqualified wayspots
this is really a waste of time...

What they should do is invent a test or something so people know what could be good or not
There will always be bad nominations if they are level 38 or 40
It's easy to level up to 40 just opening gifts, changing the level requirement wouldn't really matter for what's being submitted.
With the in progress changes to leveling in Go, players currently at level 38 will be able to hit level 40 within a couple a months anyway.
No option to put it at lvl 41 and beyond?
Why would you bother to raise it higher? It should be kept at 40 tbh. 38 wont be bad once all the people who nominate terrible nominations stop. They’ll get rejections and eventually get weeded out
I think that with everything new, there is a learning curve. I'm sure that when level 40 players were allowed to submit waypoints, there was a lot of trash submissions as well, but over time they learned. The same will happen here. Of course, there will always be those who abuse the system, are somewhat illiterate, or just aren't observant enough to make the right submissions, but isn't that what we're here as reviewers for? I think a little patience and understanding will go a long way.
They should deflect entirely from the Level focus and only factor in skill. My suggestion: Every player gets one submission every 2 weeks per default and they can "earn" more submissions by getting wayfarer agreements or submitting good things. Weed out bad submitters by setting the bar high.
Definitely back to Level 40. While reaching Level 10 in Ingress is not a mean feat, Level 38 is much easier these days.

That system would be kinda flawed. For one we all know some things that are eligible still dont get passed, you already dont get very many submissions with 7 every 2 weeks. I would say if someone submitted 7 and all 7 were rejected they should have to pass a test to be able to re submit. But shbmitting is definitely a learning curve. Im sure ingress players were doing the same thing when they first were able to as well. Just give it time and everyone will get better or give up
The system is full of garbage because Niantic treats everyone the same. You can have 0 5000 10.000 or 50.000 Wayfarer agreements you will always get the same amount of submissions. Trainer Level is not correlated to your ability to submit good POI so it shouldn't be a requirement. There should be other requirements that better reflect your skills as a wayfarer, even if that means having some collateral damage.
Yeah, I know. There would be no difference if many submitters still nominate terrible nominations no matter what level they are.
However, access to Wayfarer at level 38 (12M exp) means it's easier to reach than level 40 (20M exp, and Niantic made it easier for everyone to reach level 40 before the end of this year!), so more people will pass level 38 and able to nominate things, including terrible ones.

The problem is that things get stuck in pools for too long unless it's something amazing, they should try some way to speed up the process.
Quality submissions are not a matter of level. There is nothing to learn between level 15 and level 40 that contributes to submitting skills.
If there is no training, no test and no feedback, players will submit anything. Mostly what they see. And if they do not review, it will take months until they receive their first result/reject. By then, they maybe submitted 100 nominations without reading the criteria.
What about the first 10 submissions are routed to a skilled wayfarer for direct comments and guidance. These comments are routed back to the player to edit if necessary and then go into real submission.

On the serious note, the ratio of coal I see remained about the same, some people will submit 💩 no matter what level they are.
