What is license plate exactly?
Should nomination be rejected due to the *date and time*/*model of the smarphone* sign on the photo? Could not find any information about this.

The "Watermarks" are forbidden, see the "Help>Rejection Criteria" section:
5- Ineligible Photo
Photo [...] contains a watermark
As for the title of this thread, photos that contain a "license plate" are to be rejected because they are considered "personally identifiable information".
5- Ineligible Photo
Photo includes one or more of [...] personally identifiable information
NOTE that (as written) this would indicate that a NON-personally identifiable license plate, such as you might find on a public transit bus, would not be excluded from being included in photos.

Yes, such nominations should be rejected. These information stamps on photos are called 'watermarks'.
However, in english a 'license plate' is the mix of numbers and letters on the front and back of a car. Photos that include license plates should also be rejected.
