I have had an Uprage on my proposal for 3 weeks, why is nothing here? others with upgrades can only be decided in a day or two, why not? Please help

Doesn't this mean it is the next upgrade you get that will go on here, not that it already is upgraded? Could be my poor German translation though.

No i was with him 4 or 5 Weeks ago, on a walk an then he did wayfaring, to get the next upgrade, but now the upgrade is more than weeks on the stop, but it is still not accepted, or invalid or something else.
