Statues, war memorials, fountains etc. In graveyards

So, looking at the new guidance, I was a bit confused with the graveyard bit, im still seeing it as
1. Graveyards themselves are not allowed
2. Gravestones are a straight no unless its famous
But a lot.of people in my local group think it means they are the same as schools, as in nothing at all in graveyards. So my question is, are the previous allowed things in graveyards that I mentioned in the title ok?

The criteria lists under "Ineligible location, place, or objects," are all different types of locations that are ineligible: unsafe, private, adult oriented, temporary, and... sensitive.

I read this as, if the location, or if the object's location, is any of these things, it should be ineligible. This does seem to be a reversal of prior guidance, especially with regard to memorials in cemeteries, or murals on adult oriented businesses.
But who knows what Niantic meant. Hopefully they clarify
Thats why I was wondering, the way its always been is if uts a place that would see lots of people visiting or was a work of art, then they would be OK, but the new guidance seems to now say these aren't OK, which is bizarre at least for war memorials in graveyards
From my experience most war memorials aren’t in a graveyard but yet in a publicly accessible location so people can visit and pay respects of learn something about it historically. If its in a cemetery I’d probably just avoid trying to nominate it all together as the cemetery itself isnt as geared towards educational points. You’ll have a hard time getting it accepted anyways. But if you think its historical try to back up your point
Where I stay thetes a few war memorials in the older cemeteries. In fact most graveyards round here do

War memorials yes since it's hard to say you built a memorial you don't expect people to visit, since you know, that's the point of a memorial. Create something to honor people that tourists can visit and pay respects.
The other stuff...no since that can be there just for spiritual/religious reasons and doesn't indicate they want visitors.

Sensitive locations such as funeral homes, burial grounds, cemeteries, and graveyards should generally be avoided out of respect, but gravestones are eligible for consideration if it is publicly accessible and it belongs to a historical figure or significant community figure. Thats not fully clarified, my meaning g was would things inside graveyards/cemeteries such as war memorials be allowed. I know graveyards themselves aren't allowed go be submitted. But my question is more are graveyards now the same as schools, everything g I them off bounds, or is it that certain things in graveyards are acceptable
They literally said if you read, avoid submissions in them if possible. But things can be eligible and able to submit if the person has historical importance or cultural significance. Thats the answer. So yes you can submit for those reasons.
They Didnt say in them, they said avoid locations such as graveyards, so thats dont submit a graveyard, fhats what it was before. I'm asking specifically about war memorials which were acceptbale before, wpuld be places that expect visitors etc. Or if this is like schools where nothing at all is allowed. My reading of it is that war memorials might be allowed, but you know how reviewers can be, some look for reasons to reject and others accept and will take even the slight hint one was as fact, im hoping to get an exact answer, no ambiguity
I know normal cemeteries are not acceptable due to being sensitive in nature, but are unique monuments and statues within the cemetery that aren't associated with any particular individual buried there still acceptable?
War memorials would fall under cultural and historical importance would they not? They wont give it to you black n white although they literally told you you can but should just avoid it all together. I know reviewers are awful sometimes as I completely have given up on trying to get upgrades as they get rejected 9/10 for eligible submissions
