You're joking, right?
Some people claim that you can only have one thing in voting per cells at a time without an upgrade. I have no clue if it is true. But judging by the fact my nomination was put in voting after my friend's was rejected, I think it might be true.
I've had my submissions go from a few days to a couple of weeks at most. It all depends on how many people review in an area. Since I live in the northeastern US, there will be plenty of reviewers, but I've heard stories of those that submitted stuff in Africa (as an example) where it's taken them forever to get anything to get to voting, let alone getting a decision, mainly because of lack of reviewers for those regions.
@Euthanasio2-PGO I think it has something to do with at least neighboring cells, because there was stuff on a trail that I had nominated where one went to voting, then when that was done, another went to voting, then when that was done, another went to voting, so I think there's something along those lines happening.
In my experience, something in a neighboring (including diagonally connected) L17 cell will block others from going into voting. This can be overridden with upgrades, which will make the blocked submission immediately go into voting if it's old enough.
That would make sense. Usually my nominations in low density areas get in voting a lot quicker than the ones who are not.
Also to add to the OT's question, Mumbai is a gigantic city. There will definately be no priortiy.

I recently submitted two nomination for wayspots near from each other (red marks).. The one on the right went into voting after a few of days of being submitted... it took around 1.5 months (relatively fast for non-upgraded nominations) to get approved... a couple of days after it was approved the one on the left went into voting.
I could still be by S2 cells... maybe just not the L17... it could happen at any other level 16, 15, 14... it would make sense that is why some more dense areas take longer, as more submissions are added on the same cells...
By checking the above nominations it might be level 15... as there are two nomination In voting on the same Lv14 (including the one mentioned above).
Yellow Marks - In Voting / Green Marks - Approved
Green Lines - S2 Lv 17 / Red Lines - S2 Lv 14
Obviously Niantic is not going to open this information, but it would be great to know how it all works...
It might even could be its own thread to see how it behaves with other examples.

Nomination stuck at voting more than 7 days
so I always use upgrade.....
Niantic says "Plz use upgrade". Player does.

15 days isn't a long time. @Qwizical-ING and many others have submissions in the system that are at least 18 months old and still haven't entered voting.
If you're concerned about that amount of time, earn some upgrades and apply them to your submissions.
Hey @avinashtandel-PGO! The time taken for a submission to be reviewed or to get into voting may be affected by many factors like the backlog of submissions in the queue, the number of reviewers in the community. You can make use of the Upgrade feature to fast-track your nominations. Upgraded nominations will be reviewed in a more timely manner than if they are not Upgraded. Also, do keep in mind that, any edits made will push the submission to the bottom of the queue. Please give it sometime, and keep a tab on it!

I also have no idea what submission is blocking this going in voting because when I submitted it I was the only active submitter in the area.
It's awful to stare at 131 nominations and just want to give up hope.

Is there a bug? Don't voting means it is in the process of review? Thanks.
In voting just means that it already got reviewed once. If you dont have it upgraded, thisbis normal. You might need a year to get it ingame. If you want it to get it through the voting process, upgrade it.

After waypoint submissions at the same time I upgraded 1 then 2 proposals when it was possible. All submissions was "in queue" at this time. This proposals are marqued "upgraded" (1) or "upgrade next" (2) on Wayfarer nomination management page.
These upgraded proposals are still "in queue" while a third proposal is already "in voting" (3).
Can you fix this behavior (unless I didn't understand how the "improvements" work).
I have a nomination in queue since Dec 18. 2019 (today is Dec 12. 2020). All other nominations in that time in the same are long processed. What's the mather???
I have all submissions from may 2020 stucked in queue or in voting fase ..
its not in an area that is in middle of nowhere : Amsterdam and Almere
have you ever thought about the fact, that this isnt really something?
I already have 6 nominations sitting in queue, while my friends submit and get to voting process in 2 or 3 days, without upgrades. Why am I taking so long?
Ps: I can't get upgrades because of "no nominations to review" bug.
