Land / Survey Marker

I'm hoping to get some feedback.
I originally submitted the marker with this photo that shows the ESCC letters but unfortunately as it is so old it is looking a bit shabby, so this was the best I've got so far:
Name: East Sussex County Council (ESCC) Survey Marker
Description: Survey marker conveying the district of East Sussex and the local council area
Supporting info & Image:
Marker is located in safe public grass area that is reachable via
pavements all around the close (see supporting image, the marker is
located on the right side (just out of frame) - wanted to show the full
close area.
Not visible on Google maps as there is car in the way, unless you change
street view date to December 2009 (Proof been there for years) Here is

Rejected before due to bad photo, so I have taken a new one that shows
the lettering. Photo can always be updated in future if needs be
(according to Niantic forums)
I know my supporting photo isn't great, but the stop was rejected for being on 'private' land. The marker is actually on the other side of a fence that is NOT in private land and is on the grass verge, much like many other markers/post boxes and signs in the area.
I also added a link to Google Maps Street view from 2009 which shows the marker as it isn't visible on the latest street view image.
What could I do to help support this stop?

did you show the object in the supporting picture? If no, you need to do that. Also, thats an unsafe candidate. Even if it meets criteria, you might need to submit it multiple times
This is not a survey marker, it is a generic bit of concrete post - a buried utilities marker in the pavement. I voted on this, gave it a 1* - does not meet criteria rating. The location against the fence would cound as a PRP.
Thank you for clarifying. But why is it generic? Its pretty rare to find things like this, especially marking the area. I don't see why it would be a Utility post as the marker states East Sussex County Council on it and nothing else. Appreciate any feedback :)

There are some kind of nominations which are eligeble but often ger rejected. This is one of them. Reason is, that such markers got a subjective review pattern. Many warfarers reject them, others accept them. In this case, I wouldnt really know whether I would have accepted it or not.
Thank you for mentioning. I did wonder it may be one that gets a bit of a half and half response. I may just keep submitting it when I have a spare nomination in hopes that it goes through. I've taken better photos now so fingers crossed. It does seem eligible as a marker of the land of Sussex Council, and is on public land as the grass verge isn't owned by either party (according to the house deeds that I have anyway)
"Generic" = pretty much the same as every other example of the same thing. In this case, these posts are very common and look identical to each other wherever you find them, hence my use of the term generic. I'm looking at this sub in terms of the this particular reason why a sub can be considered ineligeable.
"The object is mass-produced, generic, or not visually unique or interesting" = "Does not meet eligibiliy critera". I'd have to say this concrete post ticks all 3 of those rerasons.
