Photo is blurry and there are people on it, which can get avoided. Also, I dont see it meeting any kind of criteria. If you want to submit a mall, yous should take the logo or name of it as a picture or the main entrance.
I am afraid for you that there is no way this will ever be able to be accepted. It's more a broad hallway in a mall than a proper square in a city that has additional value. The visual and cultural value here is not good enough for this to be a Wayspot.
Donot orientate on existing POIs. Some were from the early years of Ingress, where almost ni criteria existed. Also, other criteria developed in time and got changed.
You will have to show us the example because I cannot imagine any way that the passthrough area of a mall could be accepted. There isn't anything there to draw you to socialize. There is nothing interesting to visit.
You said it correctly. "It can be". You must put the real effort in your nomination (not a blurry one with people in it), and use a proper supporting info, that one doesn't tell me anything interesting about the proposed PoI.
Id take a picture of the mall sign with an explanation of how it would be a gathering place. What they said above is correct about not going off existing stops and also to avoid pictures of people in it. Also you basically took a picture of the floor so it isnt the most flattering picture and doesnt contain anything that people would socialize at
If there are people from Mexico, can you **** nomination that were accepted? Just for give me an idea because I have noticed that it's too difficult make a pokestop. I would be grateful with you.
Just because an objet is a POI somewhere else, it doesnt make the other object eligeble.
Just a little compilation of ineligeble POIs I know:
A big tree
A speed camera
A toilet
A birds home
A postbox
The picture might not be super blurry, but it is still not very good. You have to avoid the people. Also, your title/description is focused on the mall not the square
PS: You can use the @ to ping others, it will give you the names as long as they are spelled correctly.
If the mall had a food court that may be eligible as a place to be social. As you can take people to the food court and eat and socialize with friends. The photo you submitted wasn’t anything special that would pass through voting.
We are just trying to give you ideas or hints to help you with not wasting nominations. But if you wish to submit a picture of the floor and a generic sears store by all means go for it lol.

And what would you think why it's eligible?
Patsufredo-PGO because it is a square!!
And a square can be considered as a pokestop.
Look!! A square can be considered a pokestop.

Misch60-PGO I understand, however, in Mexico there are several squares like this and are pokestops or gyms.

LUKEALLSTARS-PGO I had talked about the other square called "Centro Tepozan" it's recently, and is a gym!

You still should not orientate in existing POis.
PokeStop or Gym is NOT deoending of the review rating, all based on the picture system of Ingress

You made zero effort, so people rejected it.

LUKEALLSTARS-PGO come on guy!! The pictures is not so blurry.
Look a square or mall is the same.
Moreover, I had explained that there are many malls in Mexico that are pokestops or gyms.
Its the inside of a shopping mall. It is not eligible now matter how you slice it.

One might host a parade or public meeting in the Town Square, and as such "Squares" can absolutely be valid locations.
But there has to be SOMEthing notable enough about it, beyond just "this paved/tiled space is big enough for people to be able to gather in".
