The fountain that is on the portal picture (picture 3) is gone, instead there is only a circle on the ground and the seats remained.

The fact that it is only accessible to employees is not a reason for removal. Niantic have stated many, many times that portals do not have to accessible by everyone.
If however the fountain has actually gone then it meets the criteria for removal. Unfortunately, it is really difficult to tell from your photos whether or not it is there. I understand you can't get any closer to it, but would it be possible to get photos when the light is a bit better?

Appeal Denied - Thanks for the appeal, Trainer. We took another look at the Pokéstop/Gym in question and decided that it does not meet our criteria for removal at this time.

I don't understand Niantic's decision on this one. I hope you have better luck next time.
