Appeal Denied - Thanks for the appeal, Trainer. We took another look at the Pokéstop/Gym in question and decided that it does not meet our criteria for removal at this time.

I don't like that either - BUT unfortunately the criteria for permissible wayspots are not to be equated with the criteria that are necessary for deletion. If rubbish gets through, it is unfortunately allowed to stay as it does not violate the relevant criteria. 🙄
There are portals that met criteria at one point, but no longer do. They're more-or-less grandfathered in.
