Additional information: this wayspot violates three criteria: it is on a private property and it has no historical or cultural significance and poor photo.
Private property: it is placed on a private property in a village Gvozdov. It can't be accessed publicly, cause located in a fenced adjoining territory. You could see it from a photo, taken by one player, arrived to the location (1st screen). Also, u can see that type of this territory is "Private property" (2nd screen, red line) on a screen, taken from a ukrainian cadastral map - resource, driven by ukrainian goverment (https://map.land.gov.ua/?cc=3393066.131967327,6489745.467532953&z=16&l=kadastr&bl=ortho10k_all)
No historical or cultural significance: the wayspot is a ventilation shaft. It's a common thing, used by villagers for ventilation of cellars. It is not unique, has no history etc.
Poor photo: also a photo is a poor quality one (3rd screen)
So, as you can see, this wayspot violates three criteria and I kindly ask you to remove it.

Kinda looks like a duplicate to me.
Furthermore I suspect that this object is permanently removed from this location. If it ever was at this location.
There’s no longer safe pedestrian access to the Portal.
I can try and jump over a fancy fence. But it's for sure not safe.

As far as I can see from data above AND gmaps - it's private property. I'd prefer more data (eg no google streetview possible there) to judge,but...afaik private property is a bad POI and should be removed,if there's no proof that this is NOT private property.
Also, i don't think this well is something special,there are millions of wells. No culture or historical sense at all.
No drama,just a incorrect portal even if it's strategic for someone. And yes,my removal appeal is rejected by bot.

Can you take a photo of the object in its surrounding context. Unfortuantlly, all Niantic has to go on is a low resolution satellite image. And while it may appear to be private residential property, we will need more context that the object is in the grounds of a single-family home.

Anyway,i still remind that there are rules,made by GM Niantic.Rules that tell "this poi Shouldn't exist at all"
I highly doubt that there is an object that I can make a foto of :) but I will try to jump over that fancy fence today.
It is forbidden to see disagrees for a reason.
By the definition of jumping the fence, did you mean "trespassing other's properties without permission"? No, don't do that.
If you feel the object doesn't exist anymore, use the Permanently Removed reason instead.

Today I am going to interfere private residential property to make some photo. Something new in my life. Thank you.
Please do not trespass in order to take pictures. All you need is to photgraph the surround area (be sure to include the geotags in photos) to show that it is located on private residential property. Second, repeatedly posting the Ingress cell scoreboard is completely irrelevant to whether the Wayspot is invalid or not.
It is relevant to my motivation to escalate this appeal.
Ok, I will go one and a half hour to that fence. Even though there is a photo of it in appeal's original message.

Just visited fence of a single-family home. Did not trespass other's properties without permission. Neither managed to see object (without trespassing), - fence is too fancy. So can not claim it is removed. This time picked up first option in abuse via scanner. This will help?

Domen "gov.ua" means that this is governmental site. I can upload document that shows that this is private residential property/ground of single family home/ you name it. But I don't want to upload it. Should I?
Appeal Accepted - Thanks for the appeal, Agent. We gave this a second look and after reviewing the additional evidence provided, we've decided to retire the Portal in question.
