Why can't I withdraw an "upgrade next" nomination?

I applied my "upgrade next" to a stop that is going to end up being classified as a duplicate. It hasn't entered voting yet. Therefore, I want to replace this upgrade next with a different stop. However, when I try and withdraw it says "Unable to withdraw submission."
Why won't it allow me to withdraw this before voting? This seems like the dumbest rule associated with the "upgrade next" feature.
I have already spent hours trying to earn my first Upgrade and I don't want it to get applied to a stop that won't even go through.
Niantic, is there a work around? Or can you please fix this issue?

Why didn't you evaluate and take care before sending this request and still request the upgrade? I understand that you made two mistakes and still want to blame the system.
In fairness it may not be his/her fault
If the other waypoint was not in the game at the time, the OP submitted and applied upgrade next then another pending submission of the same thing was accepted this could legitimately be a reason for this to happen.
I would try in game support and see if they can help.
I don't see niantic supporting this, as the flaw is in the system that should automatically remove duplicate requests. How many requests have I made without knowing that there is already a portal on INGRESS and I have even lost the upgrade.
Yes, people should be able to remove its "Upgrade next" selection as long as it hasn't been applied.
In order to not waste your current agreements it seems that the only solution is to not review anything at all until Niantic fix this issue.
This mistake was honestly made because I am new to this system and did not understand the two nuances of 1). stops that already exist, but do not appear in PG and 2). that the Upgrade Next feature is non-retractable.
I now understand how to check for duplicate stops before submitting. There is a learning curve to becoming a Wayfarer reviewer and I am hoping that my initial experience is positive so I can be a long-term reviewer.
And not being able to move the Upgrade Next on a stop that hasn't entered voting makes no sense to me. Niantic should fix this to make a better user experience.
I suppose there is no update or better answer to this? I'm in the same scenario, I suspect my submission might be a duplicate (How did you actually check that, it's necessary to make an Ingress account?)
I've 2 better submissions that probably aren't duplicates, it would be great to switch the upgrade next, after understanding what that means.

This is still the case, yes. Most likely if this changes, it will not change until the promised major system revisions are made, which are expected in the second half of 2021.
And yes, the best way to check if something is a duplicate is to start an Ingress account and then check the Ingress Intel Map at https://intel.ingress.com/Intel. Alternately, you could post the name and coordinates of the item you nominated on here and someone may do the check for you.
Best way is just to take it in the chin and and move on, review until you earn an upgrade, let it get marked as duplicate which will then free up your upgrade next choice, now you can use it on things that aren't duplicates.
Remember PoGo is just a subsidiary of Ingress, Ingress is the master database and PoGo is just the child of said database, use the Intel map to see Ingress portals and don't submit duplicates into the future.
I don't consider Pokemon Go a subsidiary of Ingress. Both Pokemon Go and Ingress are dependent upon and linked to the Wayfarer database, with Ingress having more visibility for database objects and Pokemon Go having more interactive ground objects outside the database points themselves. It's not a matter of Ingress being superior to Pokemon Go, or vice versa.
Please change this in the future, I likely threw away an Upgrade for nothing as I see someone else has made the exact same nomination and that one is already in Voting. As it looks now, my nomination is just going to add confusion for everyone.
Is there still no solution for this? Please fix....
