Additional Information: I went to this portal because it was being used to build a link to block construction. A member of staff that works at various hospitals across the portal is able to access it because they work inside the hospital. The photograph of the object in question (Lifespring and Bedrock) is taken behind glass, it's clearly inside the hospital.
When trying to access it, I had to walk through the back where ambulances go, and took a video while walking out that can be found here:

Appeal Denied - Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time.
Ive submitted a photo sphere as close as I could possibly get to the location of this stop.
Its not accessible to the public, ambulances pass through this area for the hospital.
I can go into the hospital and ask them to submit a removal if that’s what it takes?
The only portal I can find with this name is in the middle of the hospital and has a different portal photo. Looks like a small garden area. perhaps the orignal sub was moved and edited?
Have you got the right portal name. The one that matches the location of the photo you provided afer checking Streetview is "Imperial College Hammersmith Hospital" at https://intel.ingress.com/intel?ll=51.516839,-0.235082&z=19
Woops, I responded and it didn't work, responded again and it didn't work. So I thought maybe my mobile was bugged and tried again a third time from my desktop which is when I finally received the notification that it needed approval.
I can assure you that I've responded with great depth, but also, that I've responded three times.

Here is pretty clear evidence that this portal is inside the hospital, or accessible via the outside if you go in via the ambulance entrance to the heart attack ward:
To be clear, it is not a college campus, even though it does include Imperial College London, that's because the Imperial College London works at this hospital, training nurses and doctors (it's public sector in the UK). Their address for the hospital is quite clearly here:
The name of the pin on top of the hospital that states imperial college, is actually "Imperial Centre for Translational and Experimental Medicine (ICTEM)".
There are only three ways to access this portal.
1) You work or visit the hospital, through the main entrance, which one player works there so he routinely using this portal to his advantage because it's hard for other teams to contest it.
2) You stand in the road where the ambulances come in from:
3) You walk around the side of the Imperial College London and then go through the Heart Attack Treatment Centre and into the bike shelter / back entrance to the hospital. It's normally full of workers and roll pallets with equipment for the various hospital departments.
This road is also the one that my photograph is taken from, which clearly indicates "Heart Assessment Centre (Ambulance Only)".
Maybe it's hard to imagine because you're not able to visit the area, but I can assure you if you're there in person, it's basically impossible to reach this portal without going inside the hospital, going through the emergency entrance, or looking like you're sneaking around the hospital supplies and about to steal equipment.
The fact it's being used to somebody's advantage and that it's not a particularly interesting waypoint that is quite obviously difficult to reach, makes me question whether Niantic are even bothering to review this portal.
