Hi.
I understand that this type of fountains are not a valid stop. Mass produced, all are the same, and they are massively instaled in my city, Madrid. I am wrong? If not, these stops could be removed and how I should preceed?

Niantic is not deleting old POIs just because they dont meet criteria today. You only wont be able to submit them as long as they arent visually unique.
I think that it is not an old POI, when became old? and I think that this fountains never have meet the criteria.
So, this fountains do not meet the criteria "actually", we have to reyect them but could not be deleted?
I never reviewed while OPR, so I dont know the old criteria changes. It might have been eligeble earlier.
As long as the POI meets all kind of general criteria (save pedestrian access, not on schoolground, etc.) it will stay ingame.
There will no more of their kind getting added to the game.
A lot of this type of POIs have been approved without meeting the criteria. Have been approved even after criteria clarifications clearly said that this fountains are not elegible.
I feel frustated "wasting" my time trying to do my best validating POIs for game improvement and see this POIs that could not be corrected.
Wayspots are only removed if they meet the following criteria:
For all other cases, Niantic will review the location if the (verified) property owner contacts them via the form provided in the Pokémon GO or Ingress Help centers.
Note that not meeting the eligibility or acceptance criteria is not a criteria for removal.
You are not aware of how Wayfarer works in Spain, those fountains are as easy to approve as a playground. It's not related to old OPR.
Each region has its special kind of wayspots and this is one has been settled in Spain.
