Graffiti outside private homes

In Brazil, graffiti on the external walls of private homes is very common and was being accepted as a waystop.

For some time now, based on the “private property” criterion, these old stops are being reported and removed.

Therefore, there is a case inconsistency, graffiti is an example of artistic expression, where artists are hired by the owner to execute the art.

I would like a position of discretion, is it valid or not graffiti outside the houses?

because in my opinion and using common sense, they are visually unique arts and should remain as waystop.
