Additional information: The wayspot has been removed while it meets the criteria as a historic monument. Formerly, it was a house that managed a lock. This lock was put into service in the 19th century to allow the navigation of boats on the famous Nantes-Brest canal. Anyone can access it but is rarely visible. It can be accessed without risk by canoe or kayak. Before RES can have an access, ENLs used this portal a lot. Now both factions can have an access, they reported it.

I rather ask myself the following: The coordinates mentioned are in the middle of the water. There is no island to be seen. There are also 2 similar portals, also in the middle of the water, there is no island to be seen either? But the satellite view still seems to be up to date. Strange. Are the objects even on an island or on the mainland? Or seen in the river bed and only at low tide? If so, secure access will fail.

It seems that they are usually underwater since this is an artificial lake. The damn is in eastern direction. so those pictures above are taken, when the lake was emptied for a few weeks - and that's very obvious, that this is not a permanent state. The pictures look like wild west - surface cracks in the ground, lots of sand without any vegetation, leafless small tree remnants. The vegetations starts at special altitudes on the slopes of the valley - at some point starts grass, at higher level trees and bushes....
My personal oppinion: It's a great point of interest for me, but I can fully understand Niantic removing the wayspot....

In response to your remark, several sites list the historical aspect of the canal and the locks bordering it.

Below is a map dating from 1840 showing the position of the lock in question (this further approves its historical aspect). If this is only accessible when the lake is drained for maintenance, then it is invalid for lacking safe pedestrian access.
The title of the wayspot is self explanatory. This is an old building that is usually under the water of the lake. The pictures are also quite clear, that's the kind of ground that you can find in a dry lake.
Although you can stand of top of it using any kind of kayak or boat, it fails the safe access criteria of Wayfarer.
Just to add more to my previous statement, safe pedestrian access means that the location is accessable by foot at any given time (barring weather conditions and access permissions). Not by boat. Not by canoe or kayak. This is also why Niantic has declared objects that are only accessible by foot at low tide as invalid.

24/7 access is not required. I assume that the access times for those ruins aren't scheduled (i.e. not even "for the first week of march every other year), but rather random. I'd 1* it as well, but I think it is a case where clarification from Niantic would make sense.
You are confusing and conflating pedestrian access with publicly accessible. They are very different things. All Wayspots should have pedestrian access at all times, but they doesn't need to be publicly accessible at all times. The former deals with being able to physically reach the location by foot. The latter deals strictly with permission to be there.
