Posted screenshots from Google Maps. You can see what that area looked like 10 years ago. Memorial plaque was there. However, this whole area was renovated last year and that plaque was removed. There is a cultural center and library info on that wall now.
(posted a zoomed out Google Maps screenshot so you can see that big monument on the left and compare it to one of my photos of the area with the monument so you can see it is actually the same area).
