Hospitals are a zone that nothing is allowed. Similar with schools the entire grounds are not allowed. Hospitals anything in the hospital is not allowed. Because there is a chance even employees would be distracted which can impact emergency services. Someones life shouldn't be lost or delayed because an employee was spinning a stop or trying to take a portal from another team. Does this help explain the reasoning? As you are missing the point of ETC. ETC means everything inside of the hospital. Waiting rooms, hallways, lobby, front desk, cancer patient rooms, cardiologist rooms, etc... (Yes I see a cardiologist and disagree with it. Same way I disagree that athletic fields on school grounds that clearly has local government laws that say those same fields are allowed for public use as a park.)
Etc means similar items are included (excluded). It does NOT mean everything
ETC... Means everything in Niantic's eyes. People have fault endlessly on this subject and schools. Niantic has never changed it's stance. Because they do not want a person who works at those areas to be delayed doing there jobs. Children's Hospital where this guidance came from was for a playground inside of the hospital. Niantic didn't even change its stance for children at the children's hospitals. You may want to read that whole thread suggested.

You listed the definition of etc. And guess what, it's your own undoing, it literally says similar items, not everything, similar items, no where does it say everything, so you have completely shot yourself in the foot, thanks for capitulating the though, saves anyone else having to loosen to you as you lost the argument yourself
Again, you are missing the words right in front of your eyes. If they didn't want anything in any part of the hospitals, then they would specifically say that, as they do with schools.

If they want nothing at hospitals, then they should write as above. All nominations that appear to be on hospital grounds should be ineligible.
But they don't. It doesn't matter if they spell out each of the locations or say etc. It doesn't matter if "etc." means everything. Bottom line, what is written is that if any part of the hospital interferes with emergency services and emergency vehicles, then it should be deemed ineligible. The way it is written that if it doesn't interfere with emergency services, then it is eligible.
Again, that is how it is written. If they do not want any nominations anywhere on hospital grounds, then they simply need to say Ineligible Wayspots - Nominations whose real-world location appears to be on the grounds of hospitals.
School it is the entire property. Hospitals it is just the building and inside. Things on hospital grounds are allowed as long as they do not interfere with operations. That is what you are missing. School blanket NO. Hospitals only the building and inside and driveways, outside help yourself.
@Gabriel0322-PGO that is not what it says, it says nothing that would get in the way of emergencies, and it lists things that wouldnt have been acceptable anyway. As your etc. Definition proved, it was a list of things not allowed like doors, waiting rooms, things that wouldnt be acceptable anyway. If they dodnt want anything they would have said
"Ineligible:anything whose real world location appears to be inside a hospital or that would obstruct emergence services"
It looked like it was a parking lot for regular citizens visiting the police station.
Police grounds I would treat similar to Hospitals as long as it is not in the building or on the building or in the driveway it is allowed.

Reading is fundamental. I guess it depends on each person. I just sent the following sentence to my son and asked him what that meant to him.
His exact words: " It means you can't put a waypoint in any of those places, if it's going to interfere with emergency services."
Ineligible: the front door to the hospital / main lobby / waiting room / etc. if it would interfere with operation of emergency services, especially emergency service vehicles.
If an employee at a hospital has their phone out playing pogo while actively working they should get canned. That's the dumbest argument I've heard yet.
I'm reading the guidelines as most people are. I won't bother repeating it all verbatim again, but things that are typically eligible elsewhere (murals, statues, memorials, etc) are allowed in hospitals, as long as it won't obstruct emergency services or hospital operations.

Additional point- at hospitals in the US , employees should not have their cell phones out PERIOD because it's a possible HIPAA/privacy violation. I work somewhere that follows HIPAA guidelines and we cannot have our cell phones out unless no clients are present.
Having a temptation is what niantic doesn't want in certain areas. It similarly kids could be playing during school hours in class. Doesn't mean they are supposed to, but could. Hence why certain things are strict guidelines as to why you can't accept. I disagree on some things niantic deems but they won't change their opinion on these specific things like hospitals, military bases, schools, etc... that are listed as EMS. A police station shouldn't effect anyone but Niantic deems it as it does. An athletic field on school grounds niantic specifically address in the ingress forums as not allowed, and yes approved wayspots have been removed from those areas in the past. You can always read the ingress forum discussions even without an account. It might be wise to check a few out. Playground at the children's hospital is where Casey responded with the guidance.
Those guidelines were put in place so people not affiliated with the emergency services wouldn't interfere with operations.
Personally i find it as: Things that are acceptable anywhere normally should be acceptable inside or around a hospital. Artwork and such is. What is not acceptable: Interferes with emergency services / vehicles, the entrance, the waiting room, the generic rooms and stuff in hospitals not acceptable outside of hospitals. I would like an official response from niantic to clarify further as past words can and are being taken differently from individuals. As stated before i have said that if a person goes into a hospital just for a pokestop, they are trespassing, they had been warned, it is not niantics responsibility, similar to at a lake with no life guard, they protect themselves legally by stating there is none.
No, you're wrong. Niantic has never stated that everything inside a hospital isn't allowed, they have always included the clause about not obstructing emergency services.

You are ignoring the most important word... Operations. Operations covers the entire building.
The topic of portals/wayspots on hospital grounds needs better guidance.
In my opinion, if a person is in hospital, or having to wait several hours for treatment, then a wayspot to help pass the time is critical
