Pokestop Not Converted to Gym with L14 Cell

Description of Issue: This L14 cell below, has two POI (Free Little Library at Pickwick Park & North Pickwick Village Park) , but neither POI have converted into a gym from a Pokestop, within Pokemon Go. Both portals show up as Pokestops in Pokemon Go. After two portals/POI are contained within each respective L17 cell, this should create 1 gym in this L14 cell per S2, and it has not.

I believe this is a bug, and unless the rules / guidelines have changed, this should not be happening. Can someone from the Niantic team please take a look at this and correct the issue? Thank you!

Niantic company / Wayfarer team won't publicly acknowledge or discuss cell system or gym creation algorithms. You propably won't get an answer here.

Note, this is a long shot, but might be worth a try.
In the past there was an uncommon glitch that caused portals not to sync in Pogo. An approved edit request (title, description, location) forced the sync to happen.
Easiest option is to add/improve the description. As a bonus it doesn't disrupt possible Ingress players.
I've seen the same thing in my city on a cell with 20 POIs (18 stops + 2gym) and the new gym is not appearing (last stop was added one week ago).

You think it is a bug, but Niantic could have just as easily changed the algorithm for Gym placement. And since Niantic has never devoted the algorithm before, they are not going to comment if they make any changes.
Say what you want, this is a bug unless they confirm it's intended behavior added days ago.

They won't ever confirm it. If they do, then Niantic should admit that they use the S2 cells system (which they have never explicitly/publicly confirm it).
It's indirectly confirmed when they have limited gym creations to 3 or pokestops to 1 by cell.
Since many missions (daily/events/leveling up) require raids to progress in the game, gyms are a basic need. Gyms appear when you create stops in empty spaces (ignore cells here, you don't need to know the cells system to see/know you need stops for gyms to appear).
If gyms won't appear after adding stops in empty "places" what's the whole point of allowing users to submit requests and then allow reviewers to approve them in wayfarer system? To waste everyone's time? Then this is a bug or they are shitty people making laugh of people. I hope it's the first one.
I dont work for niantic, however I am familiar with how this works. I looked at your size 14 cell. I see that the northern gym moved over one size 17 cell to the left unfortunately. So that cell now has 3 pois. Im not sure if you now have a pokestop and a gym in that size 17cell but it doesn't matter. Now one more poi doesnt count. For the purposes of getting a new gym only one poi in a size 17 cell will count. So, the reason you don't have another gym is due to that gym moving. Therefore, you now need one more poi in your size 14 cell to have 20 pois so that you get a third gym. It needs to be located in a cell that is not already occupied by a poi. Good luck exploring! Hopefully you find an interesting nomination.
Hello, I already know what it is, it may be due to migration reasons of adding, removing or changing POIs, so there is an hour for each location where this migration will take place, every day this happens.
So it’s not a bug, if you haven’t become a gym, then you’ll have to report it to Niantic, this is already normal.👍
Okay, I may have worded this the wrong way. The pokestop that the character is standing on used to be a gym. Then it reverted back to a pokestop. So I am going to make a new post for this and make sure that this is communicated properly. Thank you all for your feedback.
