Mass Portal restoraration?
Not sure exactly where to put this, as there is a little bit of backstory here.
I left the Osan Airbase area in Dec 2018. There were three Resistance and one Enlightened player that had access to the base at the time. After I left, one quit (good friend and we played as a team) and the other one worked/lived 20 miles away and did not come here as much. This pretty much gave the one Enl player free reign to make links from inside the base to outside, annoying the offbase Res players to the point where all portals on the base were removed except for two. I was in Hawaii when I heard about it and I was quite pissed off as I submitted at least 8 of the 30 portals that were taken out. Mind you, by removing these, it also affected Pokemon Go Pokestops as well and depriving legit players of that game opportunities to play.
Current map is attached with a rough perimeter drawn. If possible, I'd like the portals restored that were on base. I do not have a list as this was roughly two years ago and the keys I had were all removed from my lockers.
If it is not possible to restore the portals, I'd like to hear something from Niantic Ops to where I can start submitted some of the old portals we had here on the base.

It will be impossible to recruit new players without a way to play on base. I'm currently in day 4 of my quarantine so cannot do much until I am released.

Military base, any nomination would need solid evidence it's not intefering with the operations. And even so, rejection propability is high.
It's clear that the base CO had contacted Niantic to have all Wayspots removed from the base. Niantic will not restore them in such cases. Secondly, new Wayspots on military bases are suppose to be rejected.

Do you have proof? I don't believe this was the case. Please read my post as this information was obtained from Resistance players I know in the local area.
These portals do NOT interfere with the operation of the base. They were historical or cultural items around the base, playgrounds, post office, aircraft static displays.
Again, just because you cannot access it does not mean someone else can. Hopefully a Niantic rep will weigh in on this and give me some information as to:

Fun fact :
1. There are several kind of American-military base in Korea.
2. Each of Military Bases even has commercial and residental area- like apartment, school, kindergarten and like Burgerking!! (I love TacoBell better)
3. Many portals were made on the bases by each faction users at these easily-accessable area. (Not the security area)
4. Each faction users were fought there.
5. Especially, all of resistance users were left from the Osan base, (Important : other base agents still can accessable to the Osan base)
* On the other hand, there were only Resistance agents on the Camp Humphreys
6. Resistance agents pushed to erase portals 'Only for Osan base' by someone who can't access at the base - because of there was only Enlightened agent.

I met 80+ Pokemon players on the base and they were made a community event.
Sadly, they were lost 30 Pokestops with Gyms from the base, just 2 days earier their event held.
Hopefully a Niantic Admin will comment soon.

So I am trying to understand the "Invalid Appeal". How do I appeal the removal of these portals if they no longer exist, no longer have keys, and do not remember all 30 portals?
These portals did not interfere with the safety, security, and operation of the base. They were in common areas frequented by military members, families, and civilians.
If you go back and read my (and Ppangsoo's) post, they were removed because resistance agents could not access the base.
Please provide a link to the original request to have them taken down as I cannot locate it here on the forums.

The proof is in the results. All Wayspots were removed from the base. The most likely explanation is that the base CO or one of their staff members contacted Niantic to have them removed. So unless you have direct evidence that the base CO didn't ask for the removal, then you are SOL.
You have made your appeal. Niantic have said they are sticking by their decision to remove the portals. Appeal over.

You did nothing wrong. A "Valid appeal" would mean Niantic have accepted the reasons to restore the portal you provided them and have considered it a correct or "valid" request, with the portal being restored.
The term "invalid" here is being used in the opposite sense. Niantic are not going to restore the portals, so your request to return them is invalid.
As others have said, for all the portals on base to vanish in one go almost certainly means the Base Commander asked Niantic to remove them.
I have communication with the resistance agents who had them removed but they refuse to cooperate.
I guess I will start to resubmit.
The Wayfarer rules have changed. Submission on military bases are now classed as invalid / unacceptable and should be given a 1* review. They should be rejected under the "Obstructs Emergency Sevices" criteria.
