Ingress Portals are not required to have full public access. These all seem to be on the grounds of the Club Náutico Quilmes, so can be accessed by club members legitimately. Niantic have said many times Portals like this are valid Portals. You might have to join the club or be invited in by a member to get to them, but that does not make them invalid. Your appeals to have them removed were correctly rejected.
While it's true that Niantic allows restricted o partially restricted access portals, they don't allow to be placed them inside private property. In the first place, these agents did not ask the owner to establish these portals inside his property. On top of that, these memberships you are referring to are not affordable for an average Argentinian wage, the members from this club are particularly elusive and will not let you in.
In conclusion, these portals are the ones which always bring up drama, because when the other faction gets in, they are immediately accused of spoofing. On the other side, we have no guarantee that any agent who came inside has done it legally because they are not accessible as I exposed before.
PS. I really appreciate your comment but we should be aware that not everyone has enough resources to get inside and we need to start to care about accessibility.
I absolutely disagree with that. Access doesn't matter. And whoever is unable to make contacts in order to use the situation is their own fault. Don't always look for mistakes in others and start with yourself.

Instead of blaming the agent here, you should understand its complains. This portal is not only inside a private property, but it seems this is a case of "abusive location" as well, which is a rejection criteria according to Niantic.
Why is this a private property? Isn't that a club ?!
It is only an "Abusive Location" if the location is fake or heavily offset, not if he is unable to afford membership.
I think the term of abusive location should be applied here, since wayfarer states:
"Locations that are intentionally and strategically placed to provide advantage to a single player or collective group (...)"
They are taking advantage of the restricted access. We don't know if these players are trespassing already, this opacity is what leads potential abuse.

I think you are misunderstanding. According to your logic, a wayspot would already be invalid if no person or only one person from one faction instead of both has access. I don't think that should be a criterion.
But they don't have to. You are sure to misinterpret that.
Brukterra creo que no leiste bien lo que piso martinba en el post denunciando los portales, solo un agente de la otra faccion puede ingresar al establecimiento ya que es socio u esa persona tiene una cuenta baneada por ingresar a ese lugar de noche cuando el lugar estaba cerrado, lee bien y no comentes con cosas ofencivas u si no sabes donde estan ubicados los portales no acotes
I really don't understand the problem. It's public, you just have to have money and be a member. But it doesn't matter. I don't speak the Spanish language and I don't feel like discussing pointlessly here. I abstain and wait and see how Niantic judges it. But in my eyes it is legitimate.

One time I asked for permission (once in a while) and I could get inside and capture their portals. The reaction from the oposing faction automatically labelled me as a spoofer. If they have enough qualms to question my access of the aforementioned portals, we should question the quality of the wayspot itself.
Alright, so these Wayspots shouldn't be accepted at the start, but somehow if they become accidentally approved then they'll impossible to be removed, especially if they don't meet any removal criteria.
Your only solution? Hope that the manager of that club to request their removal directly to Niantic.
Not sure what the poi’s are but if they are legit and in a club it would be totally acceptable to accept them. Its not private property, they have access 🤷♂️
Appeal Denied - Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time.
