Will a pokestop be upgraded to a gym if nearby reviews for pokestops are accepted?
Is a gym subject to the number of stops in the surrounding area?
Funny how some churches are gyms and others are stops.

Niantic recently changed the system that defined whether an indication should be gym or pokestop and today only they know how that system works.
So for this question it relies on the S2 cell system. Relies on lvl 17 cells and lvl 14 cells. Gym ratio goes something like this
2 pois = 1 pokestop 1 gym
6 pois = 4 pokestop 2 gyms
20 pois = 17 pokestops 3 gyms.
so answer to your question is depends. If the two stips are in the same lvl 14 cell but in two different level 17 cells you will get your gym. Suggest getting an app that displays the grids. I use https://www.pogomap.info/location/54,419648/-110,276171/15
but it relies on people to properly input the spots in the map.

Please, don't suggest that site, it leads to too many problems. It's not reliable at all.
Hey I submitted portals for 2 years before finding out the rules for pogo. My local pogo community still got the stops. Just submit some things. If you are really into maps then you can fiddle around with submitting pois and get into all the dramalama. Or you can just submit somethings and see how they go.

Ok, if you're the only one adding and editing pokestops around you and you're willing to spend a lot of time adding every new one and doing it carefully so it's in the proper location the it might work for you.
For everyone else the 1 minute solution is to use IITC.
It was easy as you just copy and paste the link from ingress intel map. But i can understand if other people dont it messes it up
So, if you realise that it's reliable only if you're the only one managing it, why recommend it? Especially as there is a reliable and always up to date option.
It worked for me, so its another option for people. If they want to use it good if not no big deal 🙌
How long does it take you to add each pokestop?
What would happen if one is moved in the game by another player changing its cell? How do you realize to update that copy?
At first to get them all in it took a bit of time. But after your caught up it takes about half a minute to put a new one in.
And I am a very very active pokemon go player in my community. If a stop was moved I would 100% know when i play lol.
I realize you don’t like the tool i posted. Thats ok it not great for everyone i understand that. But just because some people dont like it doesn’t mean its not useful
Don't worry about the opinion of others, if the tool is good and works for you, that's what matters. I use both IITC and POGOMAP myself.

The point is not if it works "for you". The point is if it works for someone not familiar with the cell restrictions.
Pogomap is not reliable. Fact.
Recommending Pogomap as a solution without(!) offering information how to check if the situation is correct is... irresponsible and potentially harmful.
The newbie (sorry, can't think of a better word) has no tools and/or skill set to check if all the information is present or even correct.
If they need to check the Waypoint situation, it's through Ingress and/or IITC.
-> recommend Pogomap if you like it, but also offer information (read: use IITC and pogo-tools) how to check the actual situation.

Who cares 🤦🏻 I never used the other tool so for me its useless. If the person wanting to use it needs to know how they can use a tutorial. You aren’t 100% right about me being irresponsible and harmful. Like seriously.
Just try to offer advice and if they decide to use this tool sure if they use yours great. Again WHO CARES.
if they put enough effort into it they can figure some things out for what ever they like to use. Just to put it out there ive gotten over 100 pokestops and over 30 gyms to spawn in my area and I used pogomap every step of the way! Get over it people will use what they find most comfortable and easy to use
I care after having to help Pogo nominators (plural) who relied on just checking Pogomap situation.
That's the problem.
You never used the other tool and so you don't know what you're missing and you're providing misleading guidance to other people.
And just how times had we have to tell Pokemon Go Wayfarers that Pogomap was inaccurate and should not be relied on for Wayspot placement and cell boundaries? More times than I can count. It's one of the primary reasons people complain that their Wayspot was in an empty cell and should have appeared in Pokemon GO when it actually was not.
If you have IITC, why do you use pogomap? What does it provide?
I can see only downsides of using pogomap: it doesn't have all the Ingress portals, it requires that each new pokestop or gym is updated, you don't notice location edits, it doesn't use the Google maps so some times locations are slightly wrong, etc...
Its not really misleading. It worked perfectly fine for me hence why i suggested it. I even said that they have to be careful when adding the stops into it. If i used the other tool id suggest that. Really shouldnt matter if things are in an empty cell anyways if people put them in the locations that are accurate right? Other than that its just tweeking where to make things fit.
POGOMAP has the advantage of not showing points from other Niantic games and the negative point is that the platform is made by the community, that is, it depends on the person actually adding a pokestop or gym in the exact location of the game, it has some features that we can share with the whole community where an EX raid, invasion or ETC is happening. Before I knew IITC I was already using POGOMAP and today I use both solutions without problems, in fact it even helped me to review all pokestops and gyms in my city, I edited the locations on POGOMAP using IITC as a reference, today I can guarantee that all players in the city where I live can use POGOMAP as a reference, more certainly I also indicate the IITC therein the person will decide what is best for them.

A situation with stops and gyms in correct places.
In a red spot there is an indoor skate arena.
In orange area there is a commissioned, large underpass mural. Orange spot is a valid location for the pin.
If the Pogo nominator relies on Pogomap, they nominate the mural in a free cell.
What happens is that they either wait for about 9 months (most likely more), or grind for an upgrade and get it rejected as a duplicate.
Reason, despite "people put(ting) them in the locations that are accurate" Pogomap doesn't show the whole situatio.
