This whole area belongs to the Hammersmith Hospital and Imperial Hospital:
I've provided an official map for the facility taken from imperial.nhs.uk, and then shown the only routes to reach the portal. You can see that in order to reach this portal, you need to pass urgent care, heart attack centre's ambulance entrance, the imperial centre for translational and experimental medicine, or the multi-faith prayer room and various fire escapes along the way.
Once you reach this destination, you cannot view the portal from the outdoors, because the portal is inside the hospital. I've provided a photo sphere of what you can view outdoors and taken a photo using intel.ingress.com.

Soon after the sculpture had been installed Alex, a patient about to have a major heart operation, saw the sculpture and wrote two poems.
Please note that Alex was a patient and was on his way to have a major heart operation. I'm pretty sure that the hospital would appreciate if we did not have players sneaking around their fire escapes, ambulance entrances, or urgent care corridors for the sake of ingress.
I agree that the portal exists, but it seems the type of thing that patients should enjoy without disturbance from ingress and pokemon players.

@NianticGiffard, I've also emailed the hospital to try and find out more information on whether they officially allow the public to enter the hospital to visit this portal without being patients, visiting patients, or members of staff.
Though, I would say that letting this portal remain would indicate to me that Niantic's position is that portals inside of hospitals are acceptable. Could you confirm that portals inside hospitals will pass acceptance criteria?
Appeal Denied - Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time
So can I start submitting other portals in hospitals?
What should I do when the hospital responds and likely says it’s not for public viewing?
@NianticGray is there a specific reason why portals inside of hospitals are in the portal network? It would be great to get the context on why this portal isn’t removed given it clearly is in the hospital.
It is probably a "legacy" portal agreed before the criteria were changed. If you actually look at the Portal photo, it is a small sculpture / installation set in a small patio courtyard inside the hospital complex. We have a portal like this in my local hospital. Personally, I don't think it should be there but it does not meet any criteria for removal.
The photos provided by the OP are somewhat disigenuous, and give the impression that the only way to access this Waypoint is to walk down, and therefor block, ambulance access routes to a cardiac unit. This is not the case, it can be reached by several different routes through the hospital complex. The OP helpfully provides us with a map to confirm this.
Another thing to consider. The OP photos show a large "Hammersmith Hospital - heart assesment - ambulances only sign." and give the impression this is where the problem portal is located.. If you look at the Ingress Intel map you can see that the portal "Imperial College Hammersmith Hospital" is only a few metres from where the photo was taken, and is indeed visible in the same photo - the blue covered walkway with the "Imperial College London" sign. I find it odd that the OP says nothing about this portal, particualrly as you have to walk down the same ambulance route to reach it. If the OP were asking for all the Portals at the Hospital to be removed I could support that, but to ask for the removal of one specific portal some distance away from the location of all the "supporting photos" seems somewhat odd and a "bit fishy" to me. If you have legitimate business in the Hospital it can be accessed in the same way many other "restricted" portals are accessed. It does not have to be available to all players.

You’re pretty full of yourself.
The circle of life portal is outside the hospital and easily accessible to the public. You can access it and see it from the Du Cane Road without crossing the ambulance only entrance.
As for any other portals, the fact I’ve not addressed all of them has no weight on this individual portal, that’s just stupid.
The photo of the blue “ambulance only” picture highlights that the road is ambulance only. That is the road you need to walk down to reach the portal. You will see it also says for the heart attack unit, and another screenshot is provided further down the road where it indicates the heart attack unit is to the left.
These photos are significant because that’s where Google Map ends.
As you walk down that road there is the entrance to the heart attack unit with pavement markings consistent with where an ambulance would stop and get people out in an emergency. You then continue down the road and take another left into this courtyard with the bikes, also photographed.
Once you’re there, you cannot see the portal, and you can see that from my photo sphere.
I’ve highlighted the most obvious routes to this portal. Nobody is going to play Pokemon or Ingress and think “I’ll enter the north entrance of this hospital and roam around the corridors of a hospital to reach that portal” because most people understand that walking through a hospital is a bad idea. Particularly at a time like now, when you could pass COVID to a patient, visitor or member of staff; but even more so every year with flu.
The problem is that this portal is quite clearly inside the hospital. If you look at the photo for the portal it has several walls and is taken behind glass. This courtyard is inside the hospital and accessible only from inside the hospital.
The reason I’ve submitted this stop is because myself and several other in the community cannot reach it without lurking around the hospital. You can go pass the fire escapes down the side of the urgent care unit, and you’ll find a lot of staff and metal cages that are used for storing hospital supplies - which is not exactly good.
You can also walk down a gap between the car park and the hospital building. It’s about 1m wide and very clearly not for the public to access.
Your scepticism is just ridiculous, I’m trying to get this portal removed because I tried to access it and I couldn’t. I’ve not tried to access every portal in the network, I’m not trying to remove them all, but this one I have and this one I am.
@NianticGiffard can you confirm the reason for this portal staying up?
I tried to access yesterday via the main entrance and couldn’t. I’ve added more photo spheres of the closest I can get outdoors and just as I was leaving an ambulance arrived
It seems pretty insane that you guys aren’t considering this portal as inaccessible to the public or blocking ambulance access.
Some people have suggested it’s an old portal and that’s why you won’t remove it. Benefit of the doubt that you guys aren’t keeping this portal just because you’d have to admit you were wrong?
