There's a house behind it, isn't it? I'd bet there are people living in it. How do they get to their house if there's no pedestrian access?
There are no sidewalks in most of Polish villages, people simply walk on grass or roadside, and that's sufficient to access the portal in question.

Yes, you can walk to it on this grass for sure, it has pedestrian acces. It should stay, you can play safetly near it.
Not every places have nice pavement done to walk, so people walk on grass near road. And you didn't have problem with taking 3 different photos staying on the other side of the road, it shows it have pretty safe pedestrian acces if you could stay here for some time.
I looked on streetview from your location (50.012815,19.809127) and it's in very rural area, that doesn't have any pavements and people walk on grass near road on both sides of road near this chapel. Only few meters from it is entry to nearest house and you can clearly see there is space for people to stand and feel safe, it's not on the road.
So, it's clarly not on private properity and has safe pedestrian acces, it should stay where it is.
It's not USA. We dont' have pavements.
And we still walking like in XV century.
